REV: 01-25-23 JB <br />Evaluation protocol has been established by the BASMAA for structures constructed or <br />remodeled between 1950 and 1980. Vista has determined that the Project Site buildings <br />meet requirements to be applicable structures requiring the PCBs Screening <br />Assessment. <br /> <br />SCOPE OF SERVICES <br />Building products found to contain ≥ 50 ppm PCBs are classified as PCB bulk product <br />waste under federal regulations through the Toxics Substances Control Act (TSCA) found <br />in Chapter 40 of the Code of Federal Regulations (CFR) (40 CFR 761). PCB bulk product <br />waste is “unauthorized for use” and must be removed and disposed of in accordance with <br />40 CFR 761.62. <br />Depending on the approach for sampling and removing building materials containing <br />PCBs, applicants may need to notify or seek advance approval from USEPA before <br />building demolition. <br />Even in circumstances where advance notification to or approval from USEPA is not <br />required before the demolition activity, the disposal of PCBs waste is regulated under <br />TSCA. It should be noted that approval of Work Plans submitted to EPA are currently <br />taking up to 60 days. <br /> <br />Materials that have come into contact with PCB bulk product waste may have become <br />contaminated with PCBs. These materials may be considered PCB bulk product waste or <br />PCB remediation waste. PCB remediation waste must be managed in accordance with <br />40 CFR 761.61. <br />If building materials are found to contain ≥ 50 ppm PCBs, delineation of adjacent porous <br />materials (e.g. brick, concrete, etc.) will be required to obtain EPA Work Plan approval. If <br />this is necessary, Consultant shall provide a proposal for those services. <br /> <br />TASK 1- PCB SCREENING ASSESSMENT <br />1.Priority building materials will be sampled from the building as part of the PCBs <br />Assessment. Priority building materials to be sampled include: mastics, sealants, <br />window gaskets and thermal/fiberglass insulation. <br />2.Consultant’s PCB screening assessment, based on BASMAA guidelines, will <br />include the collection of up to 66 bulk samples from the building. <br />3.Samples will be submitted to an accredited laboratory for analysis of PCB Aroclors <br />by EPA Method 8082/8082A on a standard 5-day turnaround. <br />ATTY/AGR.2023.014/Vista (Maple Street Shelter) (Page 13 of 14)
