ATTY/RESO.0034/PC RESO RECOMMENDING CEQA APPROVAL – 505 E. BAYSHORE – EXHIBIT A
REV: 05-12-23 JB
impacts, based on the analyses on the referenced pages of the DEIR.

A. Findings Regarding No Impact or Less Than Significant Impacts.

The following potential environmental impacts of the 505 East Bayshore Project were
determined to be less than significant and to not require any mitigation measures, as set forth in
Section 3 of the DEIR, as incorporated into the EIR. The City Council concurs with the conclusions
in the DEIR, as incorporated into the EIR, and makes the following findings with respect to such
less than significant impacts.

1. Aesthetics. These findings regarding the Project’s potential aesthetic impacts are based on
the analyses on pages 19 through 28 of the DEIR, which are hereby incorporated herein in its
entirety.
Impact AES-1: The Project would not have a substantial adverse effect on a scenic
vista.
Impact AES-2: The Project would not substantially damage scenic resources,
including, but not limited to, trees, rock outcroppings, and historic buildings within
a state scenic highway.
Impact AES-3: The Project would not substantially degrade the existing visual
character or quality of public views of the site and its surroundings. The project
would not conflict with applicable zoning and other regulations governing scenic
quality.
Impact AES-4: The Project would not create a new source of substantial light or
glare which would adversely affect day or nighttime views in the area.
Impact AES-C: The Project would not result in a cumulatively considerable
contribution to a cumulatively significant aesthetics impact.

2. Agricultural and Forestry Resources. The finding that the Project would not have any
impacts on agricultural and forestry resources is based on the analysis on pages 29 through 31
of the DEIR, which is hereby incorporated herein in its entirety.

Impact AG-1: The Project would not convert Prime Farmland, Unique Farmland,
or Farmland of Statewide Importance, as shown on the maps prepared pursuant to
the Farmland Mapping and Monitoring Program of the California Resources
Agency, to non-agricultural use.

Impact AG-2: The Project would not conflict with existing zoning for agricultural
use, or a Williamson Act contract.

Impact AG-3: The Project would not conflict with existing zoning for, or cause
rezoning of, forest land, timberland, or timberland zoned Timberland Production.
