BAYSHORE – EXHIBIT A <br />REV: 05-12-23 JB <br />Page 5 of 30 <br />matters within and outside of the City; and <br /> <br />• All other documents and materials relating to the Project as described in Public <br />Resources Code Section 21167.6, as applicable. <br /> <br />The record of proceedings is available for review by responsible agencies and interested <br />members of the public during normal business hours at 1017 Middlefield Road, Redwood City, <br />California. The custodian of these documents is the City Clerk of the City of Redwood City. <br /> <br />1. Findings Regarding Preparation and Consideration of the EIR <br /> <br />The City Council finds, with respect to the City’s preparation, review and consideration of <br />the EIR, that: <br /> <br />• The City exercised its independent judgment in accordance with Public Resources <br />Code section 20182.1(c) in retaining the independent consulting firm David J. <br />Powers & Associates to prepare the EIR, and David J Powers & Associates <br />prepared the EIR under the supervision and at the direction of the City’s Director <br />of Planning and the EIR reflects the City’s independent judgment and analysis. <br /> <br />• The City circulated the DEIR for review by responsible and trustee agencies and <br />the public and submitted it to the State Clearinghouse for review and comment by <br />state agencies, as required by CEQA and the CEQA Guidelines. <br /> <br />• The EIR and the proposed Project were presented to the City’s City Council, which <br />reviewed and considered, and conducted a public hearing thereon. The City <br />Council determined that the EIR was adequate and sufficient, and prepared in <br />compliance with CEQA and the CEQA Guidelines and certified the EIR and <br />approved the Project. <br /> <br />• The EIR has been completed in compliance with CEQA and the CEQA Guidelines <br />and reflects the City’s independent judgment and analysis. <br /> <br />By these Findings, the City Council ratifies, adopts and incorporates the analyses, <br />explanations, findings, responses to comments, and conclusions of the EIR, except as otherwise <br />specifically provided and described in these Findings. <br /> <br />IV. Findings Regarding Environmental Impacts. <br /> <br />A detailed analysis of the potential environmental impacts of the Project, and proposed <br />mitigation measures to address all of the identified potentially significant impacts, is set forth in <br />Chapter 4 of the DEIR, as incorporated into the FEIR. The City Council concurs with the <br />conclusions in the DEIR, as incorporated into the FEIR, that changes or alterations have been <br />required, or incorporated into, the Project which avoid or lessen all of the Project’s potentially <br />significant environmental effects to less-than-significant levels.
