Mitigation Measure BIO-4.1 will be implemented for <br />the Project as provided in the MMRP. <br /> <br />Findings Regarding Impact BIO-4. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure BIO-4.1 into the Project would <br />substantially lessen the severity of Impact BIO-4, such that this potential impact would <br />be less than significant, because these measures will require the use of invasive weed <br />best management practices, such as the prohibition of highly invasive and/or noxious <br />weeds for landscaping; use of weed-free seeds, straw, gravel, and fill material; the <br />washing of vehicles and all equipment before entering the project footprint; and the <br />planting of a standard erosion control seed mix. This finding is based on the entire <br />record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on pages 46 through 77 of the DEIR, which includes a full statement <br />of the impact and applicable mitigation measures and is hereby incorporated herein in <br />its entirety. <br /> <br /> <br />5.
