REV: 06-22-2023 JB <br />Task C – Funding Plan Implementation <br />Task C.1 Funding Plan Implementation & Outreach <br />The 2022 Funding Plan identified project funding opportunities, proposed funding requests, and was <br />designed to be implementable and updateable. <br />As Funding Manager, Ryan Bissegger (Mark Thomas) will lead the implementation of the Funding Plan <br />for the Consultant Team. <br />C.1.1 Funding Plan Updates and Implementation <br />Consultant will make periodic updates to the Funding Plan. This will be an iterative process as contract <br />phasing and sequencing is developed. The Funding Plan will include descriptions, graphics, and costs for <br />identified phased contracts and grant programs pursued. As new Federal, State, and local funding <br />opportunities arise, they will be evaluated and included in the plan. The Team will also identify <br />strategies to increase the probability of funding success, such as including electric vehicle (EV) <br />infrastructure. Hydrogen fueling companies could be included as partners on grant opportunities if it <br />would be advantageous to the City. <br />Consultant will lead stakeholder coordination and advocacy efforts. During the Funding Plan phase, the <br />Consultant Team established a stakeholder working group with Mayor Gee, City staff, Port of Redwood <br />City, Seaport Industrial Association, and the North Fair Oaks Community. Engagement efforts will <br />continue with these stakeholders as well as with SMCTA, MTC, and C/CAG to maintain project support. <br />The Team will also lead advocacy efforts and strategize in consultation with the City. The Consultant <br />Team will lead coordination with the California Transportation Commission (CTC), Caltrans, and <br />California State Transportation Agency (CalSTA) and support City-led efforts with local legislators who sit <br />on regional boards with funding authority, state legislators, federally elected officials, and the United <br />States Department of Transportation (USDOT). Advocacy efforts will be documented in the Funding Plan <br />and in the Communication Plan so they can be referenced to strengthen a grant application during its <br />development. <br />C.1.2 Funding Coordination <br />The development of the Funding Plan included initiation of relationships with numerous agency staff <br />and some elected officials. Consultant will improve the Project’s competitiveness for the targeted <br />grants, by maintaining these relationships and by informing them about the progress of the Project. <br />Consultant will connect with granting agency staff, monitor grant programs to understand how granting <br />agencies refine and change them and their selection criteria. In the case of potential State Highway <br />Operation and Protection Plan (SHOPP) funding, Consultant will begin coordination efforts immediately <br />with Caltrans District 4 and Headquarters to confirm the project’s consistency with the Transportation <br />Asset Management Plan and the State Highway Management Plan in order to make the Project eligible <br />for SHOPP funding. <br />Task C.2 Grant and Funding Applications <br />C.2.1 Grant Research and Targeting <br />As part of the Funding Plan implementation, the Consultant will lead the development of grant <br />applications. EPS will provide benefit cost analysis support and Design Consultant/AECOM will serve as a <br />resource for design details. The Funding Plan identified and recommended grant funding pursuits <br />including TCEP, INFRA, ATP, and additional Measure A/W funds for Construction. The Consultant Team <br />will continually research potential grant opportunities, review the project scope and eligibility, and <br />develop strategies for targeted grants which will be documented in the Funding Plan. <br />ATTY/AGR.2023.120/Gray-Bowen-Scott (101-84 Project Delivery) (Page 19 of 24)
