<br />Consultant with input from City staff, will set up project communications protocols,
<br />procedures, deliverables, and schedules. Consultant will conduct an in-person kick-off
<br />meeting with the entire project team, including Library staff and approved subcontractor
<br />Contigo Communications, and other relevant stakeholders if identified by the Library
<br />Director. Consultant will establish communication protocols, review the decision-making
<br />process, determine key milestones in the project schedule, set initial project task
<br />assignments for all parties, and answer any outstanding questions. Consultant will
<br />request existing documentation in advance (existing conditions assessments, plans,
<br />Library Services Priorities, Strategic Planning documents, etc.) and will determine if other
<br />materials are needed to inform the process.
<br />Deliverables: Meeting agenda, minutes, project goals memorandum, revised schedule
<br />based on discussion, task assignments, and revised work plan, as needed.
<br />2. General Site Assessment
<br />Consultant will review any existing documentation the City provides about the current
<br />site, including ongoing and/or planned projects at the parking lots and adjacent
<br />properties. Consultant will visit the site to experience the environment firsthand, its
<br />adjacent site conditions, the surrounding streetscape, and the relationship to the
<br />existing library and surrounding amenities, and to look for what potential there is to
<br />expand the building and connect to the site in new ways. Consultant will prepare site
<br />diagrams to identify site conditions and constraints, including but not limited to parking
<br />capacity studies, urban watershed, sub-surface soil conditions and/or storm water
<br />drainage. The site studies will examine the feasibility of a two-story expansion, in the
<br />site area described in the Request for Proposals, as well as improving the connection of
<br />the Library to the future Downtown Park. Consultant will conduct a meeting with relevant
<br />Library and City staff to discuss the goals for this part of the project.

<br />3. Existing Facility Assessment
<br />Consultant will examine the existing building and assess the physical conditions of the
<br />facility, including finishes, fixtures, waterproofing, doors and windows, flooring, ceilings,
<br />lighting, building systems, and other aspects as relevant. Consultant will perform this
<br />assessment without engineering consultants but will meet with the City’s building
<br />maintenance staff to hear directly about ongoing conditions relevant to the future plans for
<br />renovation and expansion. Consultant will conduct an existing facility assessment of the
<br />Library building. Consultant will collect historical and building records of the building and
<br />capital projects completed, planned or deferred, including but not limited to HVAC,
<br />electrical, and technology projects. Consultant will observe the qualities of the space in
<br />terms of functional layout, use of space, comfort, and expected features in modern library
<br />buildings. Concurrent with the building analysis, Consultant will examine the capacity to
<br />expand by up to 20,000 square feet and how that will impact the existing spaces and
<br />building systems.
