REV: 06-26-2023 RL
Consultant with input from City staff, will set up project communications protocols,
procedures, deliverables, and schedules. Consultant will conduct an in-person kick-off
meeting with the entire project team, including Library staff and approved subcontractor
Contigo Communications, and other relevant stakeholders if identified by the Library
Director. Consultant will establish communication protocols, review the decision-making
process, determine key milestones in the project schedule, set initial project task
assignments for all parties, and answer any outstanding questions. Consultant will
request existing documentation in advance (existing conditions assessments, plans,
Library Services Priorities, Strategic Planning documents, etc.) and will determine if other
materials are needed to inform the process.
Deliverables: Meeting agenda, minutes, project goals memorandum, revised schedule
based on discussion, task assignments, and revised work plan, as needed.
2. General Site Assessment
Consultant will review any existing documentation the City provides about the current
site, including ongoing and/or planned projects at the parking lots and adjacent
properties. Consultant will visit the site to experience the environment firsthand, its
adjacent site conditions, the surrounding streetscape, and the relationship to the
existing library and surrounding amenities, and to look for what potential there is to
expand the building and connect to the site in new ways. Consultant will prepare site
diagrams to identify site conditions and constraints, including but not limited to parking
capacity studies, urban watershed, sub-surface soil conditions and/or storm water
drainage. The site studies will examine the feasibility of a two-story expansion, in the
site area described in the Request for Proposals, as well as improving the connection of
the Library to the future Downtown Park. Consultant will conduct a meeting with relevant
Library and City staff to discuss the goals for this part of the project.
Deliverables: Analyses and General Site Assessment Memorandum with renderings.
3. Existing Facility Assessment
Consultant will examine the existing building and assess the physical conditions of the
facility, including finishes, fixtures, waterproofing, doors and windows, flooring, ceilings,
lighting, building systems, and other aspects as relevant. Consultant will perform this
assessment without engineering consultants but will meet with the City’s building
maintenance staff to hear directly about ongoing conditions relevant to the future plans for
renovation and expansion. Consultant will conduct an existing facility assessment of the
Library building. Consultant will collect historical and building records of the building and
capital projects completed, planned or deferred, including but not limited to HVAC,
electrical, and technology projects. Consultant will observe the qualities of the space in
terms of functional layout, use of space, comfort, and expected features in modern library
buildings. Concurrent with the building analysis, Consultant will examine the capacity to
expand by up to 20,000 square feet and how that will impact the existing spaces and
building systems.
Deliverables: Analyses and Existing Facility Assessment Memorandum with renderings
ATTY/AGR.2023.148/Noll & Tam (Downtown Library Facility Needs Assessment) (Page 12 of 15)
