Existing Functionality Assessment (Internal) <br />Consultant will develop an informed understanding of the current use patterns, <br />operations, problems, technology use, and other elements of the Library service <br />operations, including quantity of users by time of day, what they are doing and how the <br />current facilities present challenges and barriers to services they seek, learning, and <br />ideal customer experience. Consultant will examine how the current library functions in <br />terms of Library services and programs and identify any deficiencies relevant to the <br />needs assessment. Consultant will conduct a workshop meeting with designated Library <br />staff to discuss current Library operations, facilities issues, service models, collections <br />management, customer issues, staffing issues, future vision, and any other relevant <br />topics. Consultant will record the feedback received from Library staff and incorporate it <br />into the planning, community outreach process, and final recommendations. <br />Deliverables: Meetings with internal stakeholders with data collections and analyses <br />and Existing Functionality Memorandum. <br />4b. Robust Public Outreach Process (External) <br />Consultant, in partnership with Contigo Communications, will conduct a robust public <br />outreach process, including focused efforts to gather input from Latinx and non-English <br />speaking communities. Consultant will conduct a community scan of local stakeholders <br />in order to collaborate with local community organizations and find the people and <br />places to connect to the Latinx community, leveraging connections the Library has <br />already established through unique programs such as “Library Takeover.” The core of <br />Consultant’s process will be focus group listening sessions in various forms to gather <br />feedback, perceptions, and viewpoints about current conditions and suggested <br />improvements. Consultant will conduct proposed meetings and surveys, and create <br />collateral materials, in Spanish, as appropriate. Consultant will also conduct broader <br />outreach to the larger community in the form of a survey and one or more large <br />community meetings toward the end of the process. Consultant will maintain <br />transparent two-way communications to convey project progress, incorporate input, and <br />establish trust. Consultant will provide content to assist Library staff to create and <br />maintain a page on the Library’s website, branded with lively graphics, that quickly and <br />easily links people to relevant project information. <br />Deliverables: Meetings with external stakeholders with data collections and analyses <br />5. Recommendations <br />Consultant will develop two or three design recommendations for the reorganization of <br />physical spaces within the current Library facility, with a two-story addition at the rear <br />included in each recommendation. Each recommendation will include site and parking <br />studies. For each of the design alternatives, Consultant will study the massing of the <br />building, diagrammatic reconfiguration of the service components, flow of people and <br />materials, operational efficiencies, clarity of organization for the public, natural light, <br />orientation, sustainability and energy use, connection to the exterior site elements, <br />parking, and other criteria.
