REV: 11-22-23 VR <br />i.Assist the City in developing copy for appropriate engagement and <br />communications materials to deliver and saturate the informational <br />message; <br />ii.Provide content related to the Revenue Measure(s) to be added to the <br />City’s website, included in email updates and added to newsletters; <br />iii.Develop strategies for managing coverage of this issue in the local press; <br />iv.Develop informational fact sheets to be distributed at community <br />functions, as well as Power Point presentation(s) for informational or <br />online Speakers’ Bureau, stakeholder, key influential groups, faith-based <br />community leaders, taxpayer groups, business leaders, ethnic <br />community leaders, and other community groups;and <br />v.Write, design and produce mailings and advertising to educate, inform <br />and engage voters. <br />LEG will collaborate closely with the City on these elements and provide first drafts <br />of communications toolkit materials for the review and approval by the City. <br />c. Communication Goals. Project collaboration will have the goal of informing <br />the public and raising awareness of the City’s current quality of life vision and <br />fiscal sustainability needs. It is essential that the community and stakeholders <br />be engaged, creating two-way and collaborative dialogue. This shall include: <br />i.Develop messages to effectively solicit input, respond to questions from, <br />and inform the public; <br />ii.Provide structure and effective communications outreach content to <br />educate the public and business stakeholders about the needs, the City’s <br />Fiscal Sustainability vision, and the City services at stake; <br />iii.Use all available vehicles, including direct mail and social and digital <br />media/Internet-based communications platforms to inform and engage <br />the public in a qualitative manner; and <br />iv.Development messaging that is clear and concise. <br />d. Ballot Measure Development. Should the City’s potential ballot measure(s) <br />be viable and the City approves additional work to prepare for a Revenue <br />Measure(s) for the ballot, LEG shall perform any of the following services as <br />needed to assist the City: <br />i.Work collaboratively with City staff to refine the ballot question <br />and add value to other ballot measure components so that they <br />are understandable to the average person; <br />1.This includes specific documents such as the measure <br />ordinance(s), ballot question(s), City resolution(s), and <br />staff report(s) to ensure that all voter handbook and related <br />materials are understandable to the average person. <br />ATTY/AGR.2023.288/The Lew Edwards Group (Local Funding Measures) (Page 12 of 14)
