REV: 11-15-23 SK
In total, Consultant will provide up to two kick-off meetings, 25 bi-weekly meetings and 60 hours
of project coordination and administration effort under this task.
Task 2 – Existing Conditions
Consultant will coordinate with the City to collect and review existing available data for design.
This includes up to all data listed below. After review, Consultant will summarize all the data in
an Existing Condition Memo that will identify opportunities and challenges with both roadway
segments. No new collection of data is anticipated as part of this scope of work. Consultant will
use the following categories of the data:
Traffic volume at intersections and road segments
Turning movement counts at major intersections
Average and 85th percentile vehicle speeds
Bicycle and pedestrian counts at intersections
Bicycle usage along the corridor
Transit lines that serve the corridor (SamTrans data)
Bus stop ridership (SamTrans data)
Bike facility inventory
Red curb inventory
Sidewalk inventory
Crosswalk inventory (mid-block or at intersection)
Parking utilization/peak time on-street parking utilization (for Broadway)
Collision data for the past 10 years (bicycle, pedestrian, and vehicle collisions): SWITRS1
or Crossroads; City may provide newer collision data from Police Department too
Land uses and major trip generators along the corridors
As-built drawings, and right of way and utility data: to be provided by city staff
Available community outreach data from previous planning efforts.
Consultant will conduct a walk audit field review to verify existing visible equipment and
infrastructure such as existing lane geometry and physical roadway features, curb ramps,
sidewalk geometry, trees, driveways, visible utilities, traffic signal controller cabinets, signal
poles, pull boxes, and other traffic signal features. Consultant will use the walk audit field review
to gather critical information for the design including adjacent land uses and potential
accessibility issues. This walk audit will be with City staff and other potential stakeholders.
Utility potholing is not anticipated to be needed for this project as no traffic signal poles are
anticipated to be required. However, Consultant will provide an optional potholing fee
estimate, if it is requested by the City.
Task 3 – Community Outreach
The scope of work for Community Outreach is anticipated to contain the following elements:
»Community Engagement Plan: Consultant will work with City staff to develop a
Community Engagement Plan outlining a process of early, continuous, and inclusive
1 Statewide Integrated Traffic Records System
ATTY/AGR.2023.270/Kimlet Horn (Access to Downtown Bikeways) (Page 12 of 16)
