REV: 11-15-23 SK <br />Task 5 - Develop 65% PS&E <br />Consultant will develop 65% plans, specifications and estimates of probable construction cost <br />(PS&E). Design packages will be separate for Vera Avenue and Broadway Avenue. Both shall be <br />based on feedback and input provided from Task 3 – Community Outreach. <br />Plans must be prepared at a scale of 1” =20’ (or other appropriate scale) in imperial unit format. <br />Plans must be prepared based on Caltrans standard pavement delineation details and signing <br />must be based on the Manual of Uniform Traffic Control Devices–California Edition, the latest <br />Caltrans Standard plans and per current published City standards. <br />Consultant will prepare technical and special provisions documents—it is assumed that the front <br />end of the specifications (boilerplate) will be prepared by the City. It is assumed that the City will <br />provide an editable version of the City’s latest technical specifications document. Consultant will <br />review and update the specifications with recommended revisions based on the proposed work. <br />The Engineer’s Opinion of Probable Construction Costs will be created based on the 65%, 95%, <br />100% and Final plans. Consultant will include in its estimates a percentage of contingency to assist <br />in accounting for potential changes between plan submittals and project award. <br />All copies of PS&E design package will be provided by Consultant to the City in electronic format. <br />However, upon request by the City, hardcopies of the plans should be provided (up to two sets <br />for 24” x 36” and four sets of 11” x 17”). After receipt of City comments on the 65% design, <br />Consultant will attend one (1) meeting with the City to discuss the plans and improvements and <br />resolve comments. Significant design changes to the geometry after the 65% design documents <br />may result in additional services by Consultant. <br />Task 6 – Develop 95% PS&E <br />Based upon one (1) set of consolidated, non-conflicting comments from the City on the 65% <br />plans, specifications and estimate, Consultant will advance the Plans, Specifications and Estimate <br />to a 95% Design Level. Prior to the start of this task, Consultant will set a virtual meeting with the <br />City to discuss any last outstanding items or areas of concern that may have been identified <br />during the 65% submittal review. Consultant will prepare a comments response matrix to the <br />City’s consolidated comments on the 65% plans and will provide this document as a backup with <br />the 95% Design Plans, Specifications and Estimate. City comments that lead to significant <br />redesign may be considered as additional services. <br />Task 7 – Develop Final PS&E <br />Based upon one (1) set of consolidated, non-conflicting comments from the City on the 95% <br />PS&E, Consultant will advance the PS&E to a Final Design Level. Prior to the start of this task, <br />Consultant will set a virtual meeting with the City to discuss any last outstanding items or areas <br />of concern that may have been identified during the 95% submittal review. Consultant will <br />prepare a comments response matrix to the City’s consolidated comments on the 95% plans and <br />shall provide this document as a backup with the 100% Design PS&E. The estimated budget for <br />this task does not allow for major redesign of the project, but rather minor adjustments based <br />on comments from the City.
