REV: 12-20-23 VR <br />Consultant is primarily responsible for the administrative draft staff reports. City staff will <br />prepare the necessary resolutions and ordinances and will review the material prepared <br />by Consultant and finalize the staff reports. Consultant will be available to attend public <br />meetings in person as requested by City staff. The proposed meetings would include: <br />1. Community engagement strategy; desired outcomes / development principles, <br />and/or initial CEQA project alternatives for the sensitivity analysis, <br />2. Review of sensitivity analysis findings; engagement input received; and <br />confirmation of the CEQA project alternative <br />3. Public Review Public Draft Plan and EIR <br />4. Hearings for Precise Plan adoption and EIR Certification (Planning Commission <br />and City Council) <br />Task 2 Deliverables: <br />Materials for regular check-in meetings and EIR meetings (agenda and PPT <br />materials as needed) <br />Monthly invoices with progress reports <br />Staff reports, PPT presentation, and other materials to support City staff at City <br />Council meetings <br />Task 3 Community Engagement <br />Task 3.1: Engagement Strategy Memo <br />Consultant will review and provide feedback on the project applicant’s engagement plan <br />and collaborate with City staff to prepare an engagement strategy to be refined throughout <br />the course of the project to ensure its effectiveness. This will be a living, shared resource <br />that all members of the project team, including City staff, will have access to update <br />throughout the project. The engagement strategy will be designed to: <br />Outline project goals and objectives; <br />Craft strategies that will reach, educate, and engage the community throughout <br />the Plan process; <br />Specify how the City/Consultant-led strategies should either be integrated, <br />separated, or distinguished from the applicant’s efforts to ensure robust <br />participation and avoid confusion and/or duplicative efforts <br />Confirm schedule, format, and resources for all engagement activities; <br />Outline outreach tools including social media outlets to reach specific audiences <br />(e.g., Facebook, Instagram, NextDoor along with newsletters, blogs, videos) and <br />virtual platforms for engagement (e.g., ZOOM, Miro, or equivalent) in addition <br />traditional mailing and survey tools; <br />Identify target demographic and interest groups, methods of communication and <br />engagement with hard-to-reach groups and special needs populations, and <br />metrics to analyze progress and effectiveness; and <br />Confirm coordination, facilitation, and communication responsibilities. <br />ATTY/AGR.2023.318/Raimi + Associates (Redwood Life Precise Plan) (Page 14 of 45)
