The site’s existing transportation network, <br />constraints, and areas of potential concern will be identified based on a preliminary <br />transportation memo to be prepared by Hexagon Transportation Consultants. <br />Utilities and service systems: See Task 4.3. The existing water and sewer system <br />infrastructure serving the project site, as well as existing and potential water and <br />sewer system constraints will be identified based on a preliminary utility memo to <br />be prepared by Schaaf & Wheeler. The existing conditions and constraints of the <br />storm drain system will be based on existing, available information and data <br />provided by City staff. <br />Task 4.2: Transportation Sensitivity Analysis <br />Hexagon will perform a high-level sensitivity analysis of up to four Precise Plan concepts <br />including the proposed project. This work scope includes analysis of up to ten <br />intersections for the sensitivity analysis. The sensitivity analysis will include the following <br />tasks: <br />Work scope refinement: Hexagon will coordinate with the City to (1) obtain <br />background information and (2) confirm the proposed scope of work and analysis <br />methodology. <br />Travel demand model validation check: It is assumed that the City of Redwood <br />City will obtain the 2015 validated model files as well as 2023 land use data from <br />C/CAG and provide them to Hexagon for use on this project. The 2023 land use <br />data will be reviewed by the City of Redwood City to confirm its accuracy. Hexagon <br />will perform a mini validation in the vicinity of the Precise Plan based on 2023 land <br />use data and 2023 counts. This task assumes a budget of 32 hours for model <br />validation. Extensive modification of the model that may be required to improve the <br />validation within Redwood City that exceeds this limit will be considered an <br />additional service. The C/CAG travel demand model will be used to develop traffic <br />forecasts for city streets and freeways, project trips, public transit ridership, and <br />VMT. <br />Data collection: New AM (7:00 – 9:00) and PM (4:00 – 6:00) peak-hour traffic <br />counts will be conducted at up to ten key intersections in the vicinity of the Precise <br />Plan. Also, 72-hour tube counts will be conducted at two locations, Marine Parkway <br />and Redwood Shores Parkway east of US 101 for use in the model validation. <br />Trip generation analysis: Trip generation estimates will be prepared for up to four <br />Precise Plan buildout scenarios. Vehicular trips, bike/ped trips, and transit trips will <br />be estimated based on the C/CAG travel forecast model. <br />VMT analysis: Vehicle miles travelled (VMT) will be estimated using the C/CAG <br />travel forecast model. The VMT estimates will be prepared for the following <br />scenarios: <br />o Existing (2023) No Project <br />o Cumulative (2040) No Project <br />o Cumulative (2040) Plus Project <br />o Cumulative (2040) Plus Reduced Project Alternative <br />The land use data for each scenario will be provided in model input format by <br />Consultant.
