REV: 12-20-23 VR <br />The total office VMT will be divided by the projected employment to calculate the <br />Plan Area’s office VMT per capita. The Plan Area’s office VMT will be compared <br />to countywide average VMT per capita and evaluated based on the VMT <br />significance criteria and thresholds adopted by the City. The significance criteria <br />adopted by the City to analyze the VMT impacts from the proposed hotel is a net <br />increase in total countywide VMT per service population. The total countywide <br />VMT per service population will be quantified without and with the hotel for <br />analyzing the VMT impacts from the proposed hotel. <br />Level of Service analysis: Intersection level of service analysis for up to ten <br />intersections will be conducted for the following scenarios. <br />o Existing (2023) No Project <br />o Cumulative (2040) No Project <br />o Cumulative (2040) Plus Project <br />o Cumulative (2040) Plus Reduced Project Alternative <br />Intersection LOS calculations will be conducted using Synchro software. For key <br />intersections found to operate at an acceptable LOS under the Reduced Project <br />Alternative and at an unacceptable LOS under the Project, Hexagon will conduct <br />a sensitivity analysis to determine the approximate size of development that would <br />exceed of the intersection capacity. <br />Memo: The results of the sensitivity analysis will be summarized in a memorandum <br />report. <br />Task 4.3: Infrastructure Sensitivity Analysis <br />Schaaf & Wheeler will review existing available reports and information related to the <br />City’s wet utility infrastructure, see Task 1.2. We assume the City has available utility <br />master plan reports that provide adequate detail to determine potential impacts of various <br />levels of development at the project site. This task does not include analysis of hydraulic <br />computer models. <br />Schaaf & Wheeler will prepare one final sensitivity analysis study related to the City’s <br />water, sewer, and storm utility infrastructure. The sensitivity analysis study will be based <br />on previously-prepared City- provided reports (no computer modeling) and 2 development <br />scenarios + no-project scenario, and provide input related to corresponding impacts to <br />the City’s wet utility infrastructure. <br />Task 4 Deliverables: <br />Environmental Sensitivity Analysis Report, draft and final <br />Mobility Sensitivity Analysis, draft and final <br />Infrastructure Sensitivity Analysis Memo, final <br />ATTY/AGR.2023.318/Raimi + Associates (Redwood Life Precise Plan) (Page 20 of 45)
