REV: 12-20-23 VR <br />Task 5 Refined CEQA Project Alternative <br />Task 5.1: Development Principals and Outcomes <br />Based on the preliminary community input, stakeholder and focus group interviews, and <br />conversations with City staff and the project applicant, Consultant will prepare a series of <br />development principles (or desired outcomes) that guide the Precise Plan. The <br />development principles will guide CEQA project alternatives, design and development <br />standards in the Precise Plan, and program and implementation options. <br />Task 5.2: Urban Design Analysis and Project Alternatives <br />To complement the sensitivity analysis and Phase 1 community engagement, Consultant <br />will work with the City and the project applicant to develop CEQA project alternatives. <br />These may include a reduced development project alternative, as well as urban design <br />alternatives for the Project Area (which could also be for the reduced development <br />alternative). This will set Consultant up for Phase 2 of the community engagement <br />process and for the development of the Precise Plan and its associated standards. This <br />will be broken up into the following sub-tasks: <br />Review of proposed site plan: Consultant will assess the applicant’s proposed site <br />plan with respect to walkability, placemaking, and community character. <br />Consultant will consider the horizontal elements of the project, including the <br />location of streets, open spaces, and buildings, as well as vertical design elements <br />(where applicable), such as massing and stepbacks. This analysis will set the <br />baseline for other CEQA project alternatives and the Precise Plan. <br />Generation of alternatives: Concurrent with the Task 4 sensitivity analysis and <br />based on preliminary feedback, Consultant will define CEQA project alternatives, <br />with up to two design alternative concepts for the Precise Plan Area that work to <br />achieve the development principles for the Plan Area. Primarily, these will focus <br />on the horizontal development plan, including but not limited to circulation network, <br />open space, building location, amenity space/uses, development scale and <br />intensity, and design character/massing. Consultant will coordinate with the City <br />and project applicant design team during the development of the options. These <br />will also reflect the sensitivity analysis and / or reduced project alternative. <br />Team charette: Consultant will organize a 1-day planning workshop with the <br />consultant team, applicant team, and City staff to review the community feedback <br />received to date, discuss the preliminary sensitivity analysis, the initial design and <br />circulation alternatives, and key policies or goals that should influence the Precise <br />Plan and EIR process. The intent will be to confirm the alternative(s) for Phase 2 <br />engagement, and to define next steps for analysis and graphics production. <br />Project alternatives for the engagement process: Consultant will work together with <br />City staff and the applicant to refine and finalize the alternative(s) for Phase 2 of <br />the engagement process (especially Workshop #2 and Council Meeting #2). <br />5.3: Alternatives Analysis <br />For Phase 2 of the engagement process, Consultant will prepare a brief analysis of the <br />project and project alternatives in a qualitative / quantitative fashion.
