REV: 01-17-24 MI <br />end. If the camera gets stuck in the pipeline, the Consultant shall be responsible for <br />all costs involved in extracting it, and shall remove the equipment in a timely manner <br />in order to avoid interruption to flow. The Consultant shall call the City’s PWS <br />Department at (650) 780-7464 to notify of the situation. <br />14.Lighting and camera quality shall be suitable to allow a clear in-focus picture for a <br />minimum of six lineal feet of the entire inside periphery of the pipe. The camera shall <br />have a minimum capability of 350 lines of resolution and should be of the "articulating <br />head" type to allow laterals and defects to be viewed directly. To ensure peak picture <br />quality throughout all conditions encountered during the survey, a variable intensity <br />control of the camera lights and remote-control adjustments for focus and iris shall <br />be located at the monitoring station. Focal distance shall be adjustable through a <br />range from six inches to infinity. Continuously displayed on the monitors as part of <br />the video presentation and digital database image capture system shall be the date <br />of the survey, number (no.) designation of the upstream and downstream manholes <br />of the section being surveyed, and a continuous forward and reverse read-out of the <br />camera distance from the manhole of reference. At a minimum the laterals shall be <br />identified, and clear inspection captured from the sewer main. <br />15.At the beginning of each manhole the footage counter shall be set at zero to <br />accurately document the distance traveled within the sewer line. <br />16.A primary goal of the inspection program is to accurately determine the quantity and <br />location of the building laterals or side sewers, and conditions that appear unusual <br />or uncommon to a sewer in optimal condition. The operating technician shall provide <br />a verbal description and always have control of the movement of the CCTV camera. <br />This may be accomplished by means of remote-control winches, use of digital <br />devices or other suitable means of communication between the winches at either <br />end of the manhole section being surveyed. The travel speed of the camera shall be <br />uniform and shall not exceed 30 feet per minute or as would result in video that could <br />not be comfortably viewed. Any means of propelling the camera through the sewer <br />that would exceed this rate of speed or produce non-uniform or jerky movements will <br />not be acceptable. The operating technician shall at all times be able to move the <br />camera through the line in either direction without loss of quality in the video <br />presentation on the monitor. The picture at all times shall be free of electrical <br />interference and provide a clear, stable image of the resolutions specified. <br />17.If during the inspection operation, the television camera cannot pass through the <br />entire sewer section due to an obstruction other than roots or grease, Consultant <br />shall set up their equipment so that the inspection can be performed from the <br />opposite manhole (reverse run). The cost of additional manhole set-ups shall be the <br />responsibility of the Consultant. If, again, the camera fails to pass through the entire <br />pipeline section, the Consultant shall immediately notify the City’s PWS Department <br />at (650) 780-7464.
