REV: 01-17-24 MI <br />that was satisfactorily inspected, recorded, and submitted to the City. <br />18.Consultant shall provide quality controlled digital database TV inspection reports, <br />printed TV inspection reports and MPEG-4 format color video of all work completed. <br />Consultant shall use the custom digital database TV inspection software WinCan <br />Database System, version 7 or latest version. The Consultant shall be proficient in <br />using WinCan software. Additionally, the image capture system will include <br />provisions for capturing both motion video and audio. In other words, the complete <br />interface system will allow the operator to record and store short video movies of the <br />sewer defects and include verbal audio when necessary. The operator(s) shall be <br />NASSCO Pipeline Assessment Certification Program (PACP) certified. NASSCO <br />PACP format shall be used to assess the pipeline conditions. The inspections shall <br />document all details and features of the pipeline being inspected, including but not <br />limited to, observations, structural conditions, operation and maintenance <br />conditions, and construction features. <br />19.PACP pipe ratings shall be included for each pipe segment inspected. A pipe <br />segment is the segment of pipe between two manholes. All videos shall be of good <br />quality MPEG-4 format and shall clearly show all observations and conditions. The <br />date, identification of sewer section by upstream and downstream manhole <br />locations, and footage shall be displayed on the video data view at all times. A digital <br />database shall be submitted in both PACP exchange format and Win Can format. <br />20.Consultant shall submit all MPEG-4 videos, pictures and databases electronically to <br />the City. If a video and/or the capture images in the database do not clearly show <br />the pipe conditions due to an inadequate amount of light or are of such poor quality <br />that City staff is unable to evaluate the condition of the sewer or locate sewer service <br />connections, the Consultant shall re-televise that section of the pipe at Consultant's <br />expense. <br />21.Consultant shall complete all NASSCO mandatory PACP Inspection Form fields for <br />each inspection. In addition to the mandatory fields, Consultant shall also include <br />the following fields on each inspection form: <br />•Owner <br />•Time <br />•Weather <br />•Date Cleaned <br />•Drainage Area <br />•Pipe Segment Reference <br />•Location Details <br />•Total Length (in feet) <br />•Length Surveyed (in feet) <br />ATTY/AGR.2024.007/APS Environmental, Inc.
