Their responsibilities include coordinating with multiple stakeholders, maintaining project <br />timelines, and ensuring the Project stays within budget. Their original agreement was approved by City <br />Council on September 9, 2019, in the amount of $2,916,044 for Project Management services. <br />On September 27, 2021, the City Council approved Amendment No. 1 in the amount of $53,152 due to <br />increased fees from rebidding of the Project due to COVID-19 pandemic impacts and extension of service <br />time. <br />On July 24, 2023, the City Council approved Amendment No. 2 in the amount of $653,782 due to the <br />delays in construction resulting in the project continuing to need project management services. <br />CONSULTANT AGREEMENT SUMMARY <br />Agreement/Amendment Time Period Covered Contract Amount <br />Original Agreement 9/16/2019 – 10/6/2021 $2,916,044 <br />Amendment # 1 10/7/2021 – 8/2/2023 $53,152 <br />Amendment # 2 8/3/2023 – 7/14/2024 $653,782 <br />Amendment # 3 (proposed)7/15/2024 – 2/28/2025 $695,460 <br /> Total $4,318,438 <br />Continued Project construction delays have resulted in a need to extend the agreements with ELS and <br />Gilbane. <br />ANALYSIS <br />The Project initially began in July 2021 and was estimated to be completed by July 2023. However, <br />Thompson Builders has been unable to maintain the original project schedule and has extended the <br />expected completion date. <br />Due to these delays, the City needs to amend the agreements with ELS as the Construction Administrator, <br />and with Gilbane as Project Manager, to extend their services. <br />Construction Administration refers to the duties performed by architects during the construction phase <br />of a project to ensure the project is being built according to the approved plans, specifications, and <br />contract documents. It serves to maintain the design intent, ensuring the finished product is consistent <br />with the approved drawings and design. <br />Key responsibilities typically include: <br />Observation and Site Visits: Regularly visiting the construction site to observe the progress and quality <br />of the executed work. <br />Reviewing Shop Drawings and Submittals: Reviewing detailed drawings or plans submitted by the <br />contractor to ensure they conform to the design concept. <br />6.G. - Page 3 of 19 <br />68
