6 <br /> <br />Project Milestones <br />• Appraisal mapping was approved by Caltrans in 2021, and the Project con�nues <br />to work in the right-of-way (ROW) phase. <br />• The Plans, Specifica�ons, and Es�mates (PS&E/ROW) support phase brought <br />the construc�on designs to a 95% Level of Comple�on in 2017. <br />• The Project completed the Project Approval and Environmental Document <br />(PA&ED) phase in 2016, mee�ng both State CEQA and Federal NEPA <br />requirements. Project Outreach and Communication <br />The Project has conducted multiple outreach efforts in recent phases. A summary of previous <br />communications and outreach efforts can be found in Appendix A. The third and current phase <br />of the project involves right-of-way procurement, finalizing the design plans, and securing the <br />funding for the construction phase which requires coordinated communication. <br /> <br />1.3.1. Right-of-Way Funding and Final Design <br />The City will purchase property from 23 owners. These purchases include permanent <br />acquisi�ons as well as temporary construc�on easements. There is no residen�al <br />property needed for the project. The right-of-way process is expected to take 18-24 <br />months, star�ng in late summer 2023. As described below, the Consultant Right-of-Way <br />Lead will manage all property owner discussions and contacts. The Consultant Project <br />Manager will direct that work and connect with the City’s Project Manager and Public <br />Informa�on Officer related to the messaging and media contacts. A Right-of-Way <br />Communica�ons Plan (Atachment C) outlines the plan and responsibili�es. The <br />Consultant Communica�ons Team will be u�lized on an as-needed basis only. <br /> <br />Concurrent with the Right-of-Way ac�vi�es, the Project team is also working to finalize <br />the design plans for the project. There is coordina�on work with other stakeholders <br />related to that ac�vity, but no public interface is expected. <br />
