6

Project Milestones
• Appraisal mapping was approved by Caltrans in 2021, and the Project connues
to work in the right-of-way (ROW) phase.
• The Plans, Specificaons, and Esmates (PS&E/ROW) support phase brought
the construcon designs to a 95% Level of Compleon in 2017.
• The Project completed the Project Approval and Environmental Document
(PA&ED) phase in 2016, meeng both State CEQA and Federal NEPA
requirements. (Link to ND/FONSI.)
• In 2012, the City assumed the role of Project Sponsor.
• Caltrans approved the Project Study Report (PSR) in 2000, and a Supplemental
PSR (Link) in 2006.
A regularly updated project schedule can be found on the City’s Project website:
htps://www.redwoodcity.org/departments/community-development-
department/engineering-transportaon/transportaon-parking/101-woodside-
interchange
1.3. Project Outreach and Communication
The Project has conducted multiple outreach efforts in recent phases. A summary of previous
communications and outreach efforts can be found in Appendix A. The third and current phase
of the project involves right-of-way procurement, finalizing the design plans, and securing the
funding for the construction phase which requires coordinated communication.

1.3.1. Right-of-Way Funding and Final Design
The City will purchase property from 23 owners. These purchases include permanent
acquisions as well as temporary construcon easements. There is no residenal
property needed for the project. The right-of-way process is expected to take 18-24
months, starng in late summer 2023. As described below, the Consultant Right-of-Way
Lead will manage all property owner discussions and contacts. The Consultant Project
Manager will direct that work and connect with the City’s Project Manager and Public
Informaon Officer related to the messaging and media contacts. A Right-of-Way
Communicaons Plan (Atachment C) outlines the plan and responsibilies. The
Consultant Communicaons Team will be ulized on an as-needed basis only.

Concurrent with the Right-of-Way acvies, the Project team is also working to finalize
the design plans for the project. There is coordinaon work with other stakeholders
related to that acvity, but no public interface is expected.
