PROJECT TEAMS ROLES & RESPONSIBILITIES <br /> <br />A. PROJECT ORGANIZATION <br />RWC and Caltrans, in cooperation with SMCTA and C/CAG, are leading the effort to deliver this project. <br />RWC is the implementing agency for the PS&E and ROW phases of the project, under Caltrans oversight. <br />Caltrans will be the implementing agency for the project construction phase. RWC Consultant staff will <br />serve as the Project Manager, Project Task Managers, and the task delivery teams for the PS&E and <br />ROW phases of the project. <br />To facilitate joint direction and delivery of the Project, an Executive Steering Committee (ESC) structure <br />will be established which consists of three levels of leadership: an executive leadership level committee, <br />a mid-management level committee (PLT—Project Leadership Team), and the Project Management <br />Team (PMT) which is comprised of those directly leading the project delivery work.
