US 101/Woodside Interchange Improvement Project Page 4 <br />1) PROJECT PARTNERS <br />RWC <br />RWC is the implementing agency for PS&E and ROW phases of the project. RWC is contributing <br />funds to the Project. The local funds from RWC fall into four categories: impact fees collected from <br />developers (Developer Fair Share Payments), local capital improvement program funding (general <br />fund or transportation-specific funds), property from private developments dedicated to the <br />Project, and RWC-owned property. Fees collected are consolidated in the Transportation Fund and <br />Traffic Mitigation Fees fund. <br />Caltrans <br />Caltrans is responsible for the design, construction, maintenance, and operation of the California <br />State Highway System, as well as that portion of the Interstate Highway System within the state’s <br />boundaries. Caltrans is the owner of United States Highway 101 (US 101) and State Route 84 (SR 84) <br />within the Project limits. Caltrans will be responsible for the advertisement, award, and <br />administration (AAA) of the construction contract, which will require a Cooperative Agreement <br />between Caltrans and RWC for the construction phase. <br />SMCTA <br />SMCTA is an independent agency governed by an appointed board of seven directors, who are <br />elected officials representing the county and cities within San Mateo County, San Mateo County <br />Transit District. SMCTA’s role is to administer the proceeds from the voter-approved half-cent sales <br />tax for countywide transportation projects and programs, known as Measures A and W. SMCTA is a <br />project partner, funding sponsor, and is expected to contribute significant funding to the Project. <br />C/CAG <br />C/CAG serves as the County’s Transportation Management Agency responsible for recommending <br />projects to receive state and federal funds through the Metropolitan Transportation Commission <br />(MTC). In this role, C/CAG has secured the State Transportation Improvement Program (STIP) <br />funding for the Project and continues to actively participate in efforts to secure the additional <br />funding needed to complete the Project. C/CAG is a project partner and a funding sponsor. <br />2) EXECUTIVE STEERING COMMITTEE <br />The executive-level leadership committee, referred to as the Executive Steering Committee (ESC) <br />will be comprised of the heads of the Partnering Agencies (RWC, Caltrans, C/CAG, and SMCTA), and <br />is responsible for approving the project’s baseline scope, cost, funding plan, schedule, and controls <br />procedures. The ESC will approve the current PS&E, and ROW phases and the future construction <br />phase organization (a mix of agency staff members and consultants proposed by the PLT) to <br />administer through the closeout of the Project. The ESC also serves as the third and final level of <br />issue resolution should the mid-management level and Project Management (PMT) teams fail to <br />resolve an issue.
