8 <br /> <br />3. Agency Partnership and Roles <br />The City of Redwood City has been and con�nues to <br />be the lead sponsor of the Project, with the ac�ve <br />support of partner agencies. The partner agencies, <br />consis�ng of the San Mateo County Transporta�on <br />Authority (SMCTA), the City/County Associa�on of <br />Governments of San Mateo County (C/CAG), <br />proposed for this phase as ex-officio, and the State of California Department of Transporta�on <br />(Caltrans), are commited to u�lizing an Integrated Team approach to deliver the Project. The <br />Integrated Team approach uses the City of Redwood City’s resources augmented by Caltrans, <br />SMCTA and C/CAG staff. A project management team of consultants are the day-to-day leads <br />for the Project, working directly for the City. The partners have been and con�nue to <br />collaborate closely on project development and funding. The Team is organized as defined in <br />the Project Management Plan (PMP) and consists of the following groups listed in the sec�on <br />below (For more details regarding the teams and structure, see the PMP). <br />In order to implement the proposed organiza�on as described below, Caltrans has requested <br />the establishment of a Charter to detail organiza�onal responsibili�es. <br />3.1. Organizational Roles and Responsibilities <br />City Council Ad Hoc Commitee: Responsible for approving <br />external messaging. Made up of representa�ves of RWC City <br />Council. <br /> <br />Execu�ve Steering Commitee (ESC): Serves as the policy <br />advisory body to appropriate decision-making boards, to seek <br />funds for the project, and to provide guidance and direc�on to <br />the PMT and the Communica�ons Tea m. Approver of this <br />Communica�ons Plan and others. <br /> <br />Project Leadership Team (PLT ): Recommends Communica�ons <br />Plan approval, changes, and messaging to the ESC. <br /> <br />Project Management Team (PMT): Ini�ates and dra�s Communica�ons Plan. If there are any <br />changes that need to be made to the Communica�ons Plan, the PMT will make <br />recommenda�ons to the ESC. Consultant Project Manager will present outreach-related items <br />on behalf of the PMT and Project Communica�ons Team unless specific issues warrant other <br />involvement. <br /> <br />Project Communications Team: This team facilitates Project-related communication with the <br /> <br />Lead Sponsor: City of Redwood City <br />Co-sponsors: SMCTA and C/CAG <br />Owner and Operator of the <br />interchange: Caltrans <br />City Council <br />Ad Hoc Commitee <br />Execu�ve Steering <br />Commitee <br />Project Leadership <br />Team <br />Project Management <br />Team
