Winterizing - If construction is not complete by the start of the wet season (October 1 through April 30), implement a winterization program to minimize the potential for erosion and sedimentation. As appropriate to the site and status of construction, winterization requirements shall include inspecting/maintaining/cleaning all soil erosion and sedimentation controls prior to, during, and immediately after each storm event; stabilizing disturbed soils through temporary or permanent seeding, mulching, matting, tarping or other physical means; rocking unpaved vehicle access to limit dispersion of much onto public right-of-way; and covering/tarping stored construction materials, fuels, and other chemicals. Plans to include proposed measures to prevent erosion and polluted runoff from all site conditions shall be submitted for approval by CDD prior to beginning construction. As site conditions warrant, the City Engineer may direct the applicant to implement additional winterization requirements. [COA][ENGINEERING] 52. Grading – Grading shall be performed in accordance with the City’s Engineering Standards. Soil or other construction materials shall not be stockpiled in the public right-of-way. Submit cut/fill volumes (CY) for all soils to be imported to or exported from the site. [SDR][ENGINEERING] 53. Monitoring - The Soils Engineer shall conduct continuous site inspections during trenching and backfill operations at the applicant’s expense. The Soils Engineer shall take compaction tests and submit the results to Engineering & Construction. [SDR][ENGINEERING] 54. TDM – A standalone final Transportation Demand Management (TDM) plan shall be submitted, describing the project and TDM elements to be implemented, it shall be reviewed and approved prior to certificate of building occupancy. As a project located outside of the downtown, the project has a goal of no more than 44% of trips being drive alone. The TDM program shall include an annual reporting requirement for the life of the project that includes a survey of employees/residents on commuting behavior and details overnight parking utilization rates and resident use and awareness of the TDM program. Annual reporting shall be submitted to the City by January 31 of the following year. [COA][ENGINEERING] Fire and Safety 55. Emergency Responder Radio Coverage System - This project is required to have Emergency Responder Radio Coverage Systems (ERRCS) installed in the building and garage in accordance with CFC 510 and NFPA 1221. a. The plans indicate that the ERRCS will be a deferred submittal. 56. Fire Department Knox Building Access - Knox Key boxes on the building is required as part of this project to allow emergency access for firefighters. Indicate on the plans that Knox Key boxes will be provided at all entrances to the building at locations approved by the fire department. Recessed key boxes shall be installed at all entrances five to six feet above finished grade CFC 506. a. The plans indicate a single Knox box located at the front lobby entrance. An additional Knox box is required at the Garage Entrance. 57. Available Water Supply to Project Site - Provide current fire flow information from the water purveyor to indicate the maximum available water flow in gallons per minute (GPM) at a
