III. General Findings and Overview A. Record of Proceedings and Custodian of Record Due to the Novel Coronavirus (COVID-19) pandemic, including but not limited to the City Council proclamation of a local emergency dated March 12, 2020, City Hall and certain community facilities are closed to the public. The record of proceedings is available for review online, via email, and via mail (by request). For purposes of CEQA and these Findings, the record of proceedings consists of the following documents and testimony, at a minimum: 1. The EIR, which consists of the South Main Mixed-Use Draft Environmental Impact Report (State Clearinghouse No. 2019070208), dated May 29 2020 and published and circulated for public review and comment by the City from May 29, 2020 through July 13, 2020 (the DEIR), and the Final Environmental Impact Report South Main Mixed-Use Project published and made available for public review on October 9, 2020 (the FEIR), and all appendices, reports, documents, studies, memoranda, maps, testimony, and other materials related thereto; 2. All public notices issued by the City in connection with the Project and the preparation of the DEIR and the FEIR, including but not limited to public notices for all public workshops and scoping sessions held to seek public comments and input on the Project; 3. All written and oral communications submitted by agencies or interested members of the general public during and immediately after the public review periods for the DEIR and FEIR, including oral communications made at public hearings or meetings held for the Project; 4. All minutes, testimony, statements, comments and other materials memorializing, describing or relating to workshops, meetings, scoping sessions, and hearings conducted by the City Council, the Planning Commission, the City’s
