General Findings and Overview <br /> <br />A. Record of Proceedings and Custodian of Record <br />Due to the Novel Coronavirus (COVID-19) pandemic, including but not limited to <br />the City Council proclamation of a local emergency dated March 12, 2020, City Hall and <br />certain community facilities are closed to the public. The record of proceedings is <br />available for review online, via email, and via mail (by request). <br />For purposes of CEQA and these Findings, the record of proceedings consists of <br />the following documents and testimony, at a minimum: <br /> <br />1. The EIR, which consists of the South Main Mixed-Use Draft Environmental <br />Impact Report (State Clearinghouse No. 2019070208), dated May 29 2020 and <br />published and circulated for public review and comment by the City from May 29, <br />2020 through July 13, 2020 (the DEIR), and the Final Environmental Impact <br />Report South Main Mixed-Use Project published and made available for public <br />review on October 9, 2020 (the FEIR), and all appendices, reports, documents, <br />studies, memoranda, maps, testimony, and other materials related thereto; <br /> <br />2. All public notices issued by the City in connection with the Project and the <br />preparation of the DEIR and the FEIR, including but not limited to public notices <br />for all public workshops and scoping sessions held to seek public comments and <br />input on the Project; <br /> <br />3. All written and oral communications submitted by agencies or interested <br />members of the general public during and immediately after the public review <br />periods for the DEIR and FEIR, including oral communications made at public <br />hearings or meetings held for the Project; <br /> <br />4. All minutes, testimony, statements, comments and other materials <br />memorializing, describing or relating to workshops, meetings, scoping sessions, <br />and hearings conducted by the City Council, the Planning Commission, the City’s
