All other public reports, studies, documents, memoranda, maps, or other <br />materials reviewed and/or considered by the City in connection with its review <br />and consideration of the Project, the DEIR, the FEIR, and the MMRP, whether <br />prepared by the City, its consultants, or by third parties; <br /> <br />6. All matters of common knowledge to the members of the City’s Planning <br />Commission and City Council, including but not limited to: (i) the City’s 2010 <br />General Plan, zoning ordinance, and other applicable policies and ordinances; <br />(ii) information regarding the City’s fiscal status and economic and development <br />patterns and trends; (iii) federal, state and local laws, regulations, guidelines and <br />publications applicable to or affecting the Project; and (iv) reports, projections, <br />documents and other materials regarding statewide, regional, and local planning <br />and development matters within and outside of the City; and <br /> <br />7. All other documents and materials relating to the Project as described in <br />Public Resources Code Section 21167.6, as applicable. <br /> <br />B. Findings Regarding Preparation and Consideration of the EIR <br /> <br />The City Council finds, with respect to the City’s preparation, review and <br />consideration of the EIR, that: <br /> <br />1. The City exercised its independent judgment in accordance with Public <br />Resources Code section 21082.1(c) in retaining the independent consulting firm <br />AECOM to prepare the EIR, and AECOM prepared the EIR under the <br />supervision and at the direction of the City’s Director of Planning and the EIR <br />reflects the City’s independent judgment and analysis. <br /> <br />2. The City circulated the DEIR for review by responsible and trustee agencies and <br />the public and submitted it to the State Clearinghouse for review and comment <br />by state agencies, as required by CEQA and the CEQA Guidelines. <br /> <br />3. The EIR and the Project were presented to the City’s Planning Commission, <br />which reviewed and considered, and conducted a public hearing thereon. The <br />Planning Commission determined that the EIR was adequate and sufficient, and <br />prepared in compliance with CEQA and the CEQA Guidelines, and <br />recommended to the City Council that the City Council certify the EIR and approve <br />the Project. <br /> <br />4. The EIR and the Project were presented to the City Council of the City, with the <br />recommendation of the City’s Planning Commission. The City Council reviewed <br />and considered, and conducted a public hearing on, the EIR and Project. <br /> <br />5. The EIR has been completed in compliance with CEQA and the CEQA
