ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT <br />REV: 10-21-2020 PR <br />Page 9 of 31 <br />Guidelines and reflects the City’s independent judgment and analysis. <br /> <br />By these Findings, the City Council ratifies, adopts and incorporates the analyses, <br />explanations, findings, responses to comments, and conclusions of the EIR, except as <br />otherwise specifically provided and described in these Findings. <br /> <br />IV. Findings Regarding Environmental Impacts. <br /> <br />A detailed analysis of the potential environmental impacts of the Project, and <br />proposed mitigation measures to address all of the identified potentially significant impacts, <br />is set forth in Chapter 3 of the DEIR and Appendix IS, as incorporated into the FEIR. The <br />City Council concurs with the conclusions in the DEIR and Initial Study, as incorporated <br />into the FEIR, that changes or alterations have been required, or incorporated into, the <br />Project which avoid or lessen all of the Project’s potentially significant environmental effects <br />to less-than-significant levels, except for Impact CR-1 and Impact CR-4 relating to <br />demolition of the existing historical Perry’s Feed Shed structure which would remain <br />significant and unavoidable even after implementing all feasible mitigation measures. By <br />these Findings, the City Council ratifies and adopts the EIR’s conclusions for all of the <br />following potential environmental impacts, based on the analyses on the referenced pages <br />of the DEIR and Initial Study. <br /> <br />A. Findings Regarding Less Than Significant Impacts. <br />The following potential environmental impacts of the South Main Mixed-Use Project <br />were determined to be less than significant and to not require any mitigation measures, as <br />set forth in Chapter 3 of the DEIR and Chapter 4 of the Initial Study, as incorporated into <br />the FEIR. The City Council concurs with the conclusions in the DEIR and Initial Study, as <br />incorporated into the FEIR, and makes the following findings with respect to such less- <br />than-significant impacts. <br />1. Aesthetics. The finding that the Project would not have any impacts on aesthetic <br />resources is based on the analysis on pages 3.1-17 through 3.1-25 of the DEIR, and <br />on pages AES 4.1-2 through AES 4.1-3 of the Initial Study, which is hereby incorporated <br />herein in its entirety. <br />2. Agricultural and Forestry Resources. The finding that the Project would not have <br />any impacts on agricultural and forestry resources is based on the analysis on page AG <br />4.2-2 of the Initial Study, which is hereby incorporated herein in its entirety. <br />3. Air Quality. The findings regarding the Project’s potential air quality impacts are <br />based on the analyses on pages 3.2-18 through 3.2-39 of the DEIR, which is hereby <br />incorporated herein in its entirety. <br />Impact AQ-4: The Project would not result in other emissions (such as those <br />leading to odors) adversely affecting a substantial number of people. <br />4. Biological Resources. These findings regarding the Project’s potential impacts on <br />biological resources are based on the analyses on pages BIO 4.4-2 through BIO 4.4-6 <br />of the Initial Study, which is hereby incorporated herein in its entirety.
