Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 49 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />VMT would be below the City’s VMT Thresholds, as under the proposed Transit District DTPP <br />Amendments. <br />Like the proposed Transit District DTPP Amendments, the Reduced Office Alternative <br />would result in a lesser percentage increase in VMT than in service population, and therefore, this <br />alternative would not conflict with or obstruct implementation of the applicable air quality plan, <br />and the Plan-level impact would be less than significant, as with the proposed Transit District DTPP <br />Amendments. However, the Reduced Office Alternative, like the proposed Transit District DTPP <br />Amendments, is conservatively concluded to have a significant unavoidable project and cumulative <br />impact with respect to emissions of criteria air pollutants from individual subsequent development <br />project(s), even with implementation of Mitigation Measures AQ-2a and AQ-2b. The Reduced <br />Office Alternative could result in similar, albeit somewhat lesser, significant health risk impact as <br />would the proposed Transit District DTPP Amendments, and would be similarly reduced to a less- <br />than-significant level with implementation of Mitigation Measure AQ-3. The Reduced Office <br />Alternative would be consistent with the applicable clean air plan and would have a less-than- <br />significant impact, as under the Transit District DTPP Amendments. <br />The Reduced Office Alternative would result in similar, albeit somewhat lesser, significant <br />climate change impacts as the proposed Transit District DTPP Amendments. However, as with the <br />proposed Transit District DTPP Amendments, these impacts, as well as this alternative’s <br />cumulative climate change impacts, would be reduced to a less-than-significant level with <br />Mitigation Measure CC-1. Nevertheless, similar to the Transit District DTPP Amendments, full <br />implementation of Mitigation Measure CC-1 may not be feasible, and, as a result, impacts of the <br />Reduced Office Alternative with respect to climate change are likewise conservatively considered <br />to be significant and unavoidable. <br />The Reduced Office Alternative would result in similar, albeit somewhat lesser, <br />construction noise and vibration impacts compared to the Transit District DTPP Amendments, and <br />likewise would be mitigated to a less-than-significant level with implementation of Mitigation <br />Measure NO-1 and NO-3, respectively. The Reduced Office Alternative would result in similar, <br />albeit somewhat lesser, building equipment noise impacts as the Transit District DTPP <br />Amendments, and likewise be mitigated to a less-than-significant level with implementation of <br />Mitigation Measure NO-2. Like the proposed Transit District DTPP Amendments, the Reduced <br />Office Alternative would result in less-than-significant traffic noise impacts. <br />The Reduced Office Alternative, similar to the proposed Transit District DTPP <br />Amendments, would have less-than-significant impacts with respect to population and housing <br />less-than-significant impacts with respect to population and housing because it would not induce <br />substantial unplanned growth and would not result in residential displacement. <br />The Reduced Office Alternative would result in less-than-significant impacts with respect <br />to public services (police, fire, and emergency medical services; parks and recreational facilities; <br />schools; and libraries), as under the proposed Transit District DTPP Amendments. The Reduced <br />Office Alternative would also have less-than significant impacts with respect to utilities and <br />infrastructure (including water quality; groundwater recharge; storm drainage; flood hazard,
