Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 2 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />from the comments received. The Project Applicant submitted a revised application package to the <br />City on April 26, 2019, and subsequently modified the Project analyzed in the DEIR to the “Revised <br />Project,” which is referred to herein as either the “Project” and “Revised Project.” <br />All persons who commented on the DEIR have been notified of the availability of the FEIR <br />and the date of the public hearing on the Project before the City Council, and all responses to <br />comments submitted on the DEIR by public agencies have been provided to those agencies at least <br />10 days prior to the City Council hearing. <br />Section 21081.6 of CEQA requires lead agencies to adopt a mitigation monitoring or <br />reporting program (“MMRP”) for any project for which it has made mitigation findings pursuant <br />to Section 21081. The City has prepared an MMRP for the Project, which has been made available <br />to the public with the FEIR. <br />The EIR includes the DEIR and FEIR and is the subject of these Findings and presented <br />for City Council certification and adoption of the MMRP. <br />The City and responsible agency approvals necessary for implementation of the Revised <br />Project are: <br />Jurisdiction Permits/Approval <br />City of Redwood City Certification of the Final EIR and adoption of the MMRP; <br />Adoption of an amendment to the General Plan Map to adopt and <br />apply a “Commercial Office Professional /Technology [CP]” land use <br />designation to the Project site; <br />Adoption of an amendment of the Zoning Map to adopt and apply a <br />“Commercial Park [CP]” zoning district to the Project site; <br />Approval of a Development Agreement (DA) between the City and the <br />Project Applicant; <br />Architectural Permit; and <br />Tentative Map <br />California Department of Transportation <br />(Caltrans) <br />Approvals in connection with required improvements to the US 101/SR <br />84 (Woodside Road) interchange <br />California Department of Toxic Substances <br />Control (DTSC) <br />Review, approval and oversight of Draft Removal Action Workplan <br />(RAW) <br />Regional Water Quality Control Board Stormwater Pollution Prevention Control Plan/Construction General <br />Permit Clean Water Act Section 401 Water Quality Certification <br />The EIR was prepared to meet all applicable CEQA requirements necessary to support <br />these actions by the City Council and the responsible agencies. <br />IV. Environmental Review <br />A. Record of Proceedings and Custodian of Record <br />For purposes of CEQA and these Findings, the record of proceedings consists of the <br />following documents and testimony, at a minimum: <br /> The EIR, which consists of the Harbor View Project Draft Environmental Impact Report (State <br />Clearinghouse No. 2018012016), dated January 2017 and published and circulated for public
