<br />review and comment by the City from January 16, 2019, through March 8, 2019 (the DEIR),
<br />and the Harbor View Project Final Environmental Impact Report, published and made
<br />available for public review on October 21, 2022 (the FEIR), and all appendices, reports,
<br />documents, studies, memoranda, maps, testimony, and other materials related thereto;
<br /> All public notices issued by the City in connection with the Project and the preparation of the
<br />DEIR and the FEIR, including but not limited to public notices for all public workshops and
<br />scoping sessions held to seek public comments and input on the Project;
<br /> All written and oral communications submitted by agencies or interested members of the
<br />general public during and immediately after the public review periods for the DEIR and FEIR,
<br />including oral communications made at public hearings or meetings held for the Project;
<br /> All minutes, testimony, statements, comments and other materials memorializing, describing
<br />or relating to workshops, meetings, scoping sessions, and hearings conducted by the City
<br />Council, the Planning Commission, the City’s Architectural Advisory Committee, and all other
<br />departments of the City relating to the City’s review and consideration of the Project;
<br /> All other public reports, studies, documents, memoranda, maps, or other materials reviewed
<br />and/or considered by the City in connection with its review and consideration of the proposed
<br />Project, the DEIR, the FEIR, and the MMRP, whether prepared by the City, its consultants, or
<br />by third parties;
<br /> All matters of common knowledge to the members of the City’s Planning Commission and
<br />City Council, including but not limited to: (i) the City’s General Plan, zoning ordinance, and
<br />other applicable policies and ordinances; (ii) information regarding the City’s fiscal status and
<br />economic and development patterns and trends; (iii) federal, state and local laws, regulations,
<br />guidelines and publications applicable to or affecting the Project; and (iv) reports, projections,
<br />documents and other materials regarding statewide, regional, and local planning and
<br />development matters within and outside of the City; and
<br /> All other documents and materials relating to the Project as described in Public Resources Code
<br />Section 21167.6, as applicable.
<br />The record of proceedings is available for review by responsible agencies and interested
<br />members of the public during normal business hours at 1017 Middlefield Road, Redwood City,
<br />California. The custodian of these documents is the City of Redwood City’s City Clerk.
<br />B. Findings Regarding Preparation and Consideration of the EIR
<br />The City Council finds, with respect to the City’s preparation, review and consideration of
<br />the EIR, that:
<br /> The City exercised its independent judgment in accordance with Public Resources Code
<br />Section 21082.1(c) in retaining the independent consulting firm Environmental Science
<br />Associates (ESA) to prepare the EIR, and ESA prepared the EIR under the supervision and at
<br />the direction of the City’s Community Development and Transportation Director, and the EIR
<br />reflects the City’s independent judgment and analysis.
<br /> The City circulated the DEIR for review by responsible and trustee agencies and the public and
<br />submitted it to the State Clearinghouse for review and comment by state agencies, as required
<br />by CEQA and the CEQA Guidelines.
