Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 4 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br /> The EIR and the proposed Revised Project were presented to the City’s Planning Commission, <br />which reviewed and considered, and conducted a public hearing thereon. The Planning <br />Commission determined that the EIR was adequate and sufficient, and prepared in compliance <br />with CEQA and the CEQA Guidelines, and recommended to the City Council that the City <br />Council certify the EIR and approve the Project. <br /> The EIR and the proposed Revised Project were presented to the City Council of the City, with <br />the recommendation of the City’s Planning Commission. The City Council reviewed and <br />considered, and conducted a public hearing on, the EIR and proposed Project. <br /> The EIR has been completed in compliance with CEQA and the CEQA Guidelines and reflects <br />the City’s independent judgment and analysis. <br />By these Findings, the City Council ratifies, adopts and incorporates the analyses, <br />explanations, findings, responses to comments, and conclusions of the EIR, except as otherwise <br />specifically provided and described in these Findings. <br />V. Findings Regarding Environmental Impacts <br />A detailed analysis of the potential environmental impacts of the Project, and proposed <br />mitigation measures to address all of the identified potentially significant impacts, is set forth in <br />Chapters 4.1 through 4.14 of the DEIR, as incorporated into and in some cases modified in the <br />FEIR for the Revised Project. The City Council concurs with the conclusions in the DEIR, as <br />incorporated into the FEIR, that changes or alterations have been required, or incorporated into, the <br />Project which avoid or lessen all of the Project’s potentially significant environmental effects to <br />less-than-significant levels, except for Impact AIR-1.CU related to contribution to regional <br />cumulative air quality impacts; Impacts TRANS-1, TRANS-2, TRANS-3, TRANS-4, TRANS-7, <br />and TRANS-8, related to intersection operations under the Existing Plus Project without the <br />Blomquist Extension scenario; Impacts TRANS-9 and TRANS-10, related to intersection <br />operations under the Existing Plus Project with the Blomquist Extension scenario; Impacts <br />TRANS-12 and TRANS-13, related to freeway operations under the Existing Plus Project without <br />the Blomquist Extension scenario; Impacts TRANS-14 and TRANS-15, related to freeway <br />operations under the Existing Plus Project with the Blomquist Extension scenario; Impacts <br />TRANS-22, TRANS-23, TRANS-25, TRANS-27, regarding Cumulative Intersection operations; <br />and TRANS-28 and TRANS-29, regarding Cumulative Freeway operations.1 Each of these impact <br />would remain significant and unavoidable even after implementing all feasible mitigation <br />measures. By these Findings, the City Council ratifies and adopts the EIR’s conclusions for all of <br />the following potential environmental impacts, based on the analyses on the referenced pages of <br />the DEIR. <br />A. Findings Regarding Less than Significant Impacts <br />The following potential environmental impacts of the Harbor View Project were <br />determined to be less than significant and to not require any mitigation measures, as set forth in <br />Chapter 4, Sections 4.1 through 4.14 of the DEIR, as incorporated into the FEIR. The City Council <br /> 1 “Blomquist Extension” refers to the extension of Blomquist Street (west-northwest of Maple Street) to connect with <br />the roundabout at Bair Island Road via a new bridge crossing over Redwood Creek. This improvement is in the <br />Redwood City Transportation Impact Mitigation Fee Program (TIF) (Draft EIR p. 4.14-8).
