Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 5 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />concurs with the conclusions in the DEIR, as incorporated into the FEIR, and makes the following <br />findings with respect to such less than significant impacts. <br />4.1 Aesthetics <br />Impact AES-1: The Project would not have a substantial adverse effect on a scenic vista. <br />Findings Regarding Impact AES-1: Views of the scenic vistas seen from viewpoints <br />looking toward and across the Project site — generally the area between Seaport Boulevard and <br />Redwood Creek — are limited due to intervening development and relatively flat topography. <br />Therefore, no scenic vistas or view corridors would be substantially obstructed or degraded by the <br />Revised Project, which involves less overall development and building heights compared to the <br />DEIR Project. Therefore, this impact would be less than significant. (DEIR, pp. 4.1-8 to 4.1-15; <br />FEIR, p. 2-11) <br />Impact AES-2: The Project would not degrade the existing visual character or quality of the <br />site and its surroundings. <br />Findings Regarding Impact AES-2: The Revised Project would change the visual <br />character of the property from an underutilized vacant property to a modern, highly-landscaped <br />office complex similar to those found in communities in and around Redwood City. The change <br />would not adversely affect or degrade the character of Port-related and industrial uses. Moreover, <br />the development will be a new identifiable marker to the entrance of the Port Industrial Center area <br />and adjacent Redwood Creek/Harbor Center area. Also, the Revised Project would develop new <br />buildings of quality design and materials on the site. Therefore, this impact would be less than <br />significant. (DEIR, pp. 4.1-15 to 4.1-17; FEIR, p. 2-11) <br />Impact AES-3: The Project would not create a new source of substantial light or glare that <br />would adversely affect day or nighttime views in the area. <br />Findings Regarding Impact AES-3: Development of the proposed new office campus as <br />the Revised Project will result in additional nighttime lighting in the Project area, and would be <br />similar to the level of nighttime lighting typical of commercial office developments of the scale <br />proposed by Project. <br />Given the immediately surrounding uses of Highway 101, building materials businesses with <br />outdoor sales/storage yards, and Graniterock across Blomquist Street from the Revised Project site, <br />the resulting increased lighting from the Project would not be substantially out of character for the <br />area. Therefore, this impact would be less than significant. (DEIR, pp. 4.1-17 to 4.1-18; FEIR, p. <br />2-11) <br />Impact AES-4: The Project would not (1) Introduce landscape that would now or in the future <br />cast substantial shadows on existing solar collectors; (2) Cast shadows that substantially impair <br />the beneficial use of shadow-sensitive public open space; (3) Cast shadows that substantially <br />impair the beneficial use of these residential parcels; and could (4) Cast shadows that <br />substantially impair the viability of a sensitive natural habitat. <br />Findings Regarding Impact AES-4: No shadow-sensitive uses defined in General Plan <br />Policy BE-13 are located in proximity to the Revised Project site. The nearest public parks and
