29 <br />DDW, that the Hetch Hetchy water supply it distributes will be in compliance with the State criteria <br />for filtration avoidance. <br />Monitoring of the water quality within the City distribution system is the responsibility of <br />the City. The City routinely monitors its system for bacteriological quality, chlorine residual, <br />general physical parameters and disinfection byproducts. The City also conducts lead and copper <br />tap sampling, water quality parameter monitoring, and public education as required by the EPA’s <br />Lead and Copper Rule. The City’s potable water quality consistently meets primary and <br />secondary drinking water standards. The City also has a proactive program to flush the <br />distribution pipelines to remove deposits, encrustations, sediments, and other materials. This <br />flushing prevents water quality problems related to taste, odor, and turbidity, among others. The <br />City maintains a database recording the schedule and length of time for each flushing. During <br />times of water shortage, the City may suspend flushing activities to conserve water resources. <br />Capital Improvement Program <br />Each year the City Council of the City considers and adopts a five-year capital <br />improvement program. The Fiscal Years 2024-29 Five-Year Capital Improvement Program (the <br />“CIP”) was adopted on June 24, 2024. The City’s projected capital improvement plan for the <br />Enterprise for Fiscal Years 2024-25 through Fiscal Year 2028-29 is set forth in the table below. It <br />is the City’s current goal to fund its CIP without additional debt financing during the projection <br />period. The City has adopted water rates through Fiscal Year 2024-25 and anticipates that future <br />rate increases (in conjunction with funds on hand) may be necessary to fund its CIP. <br />8.A. - Page 43 of 255 <br />671
