<br />Billing and Collection Procedures
<br />Generally, the City issues a combined utility bill to each of its customers for water, sewer,
<br />and solid waste collection services (the City acts as the billing and collection agent for the private
<br />company, Recology San Mateo County, which performs solid waste collection services under a
<br />franchise agreement with the City) on a bi-monthly basis for residential customers and monthly
<br />basis for commercial customers. Bills issued by the City are due upon receipt and considered
<br />delinquent after 30 days. A 1.5% fee will be added if the bill is not paid within 30 days. A fee of
<br />the greater of $3.00 or 5% of the unpaid balance is added when an account is issued a shut-off
<br />notice. In June, 2022 the City Council authorized collection of sewer service charges for all single-
<br />family residential customers through the County tax roll. Sewer service charges for other
<br />customers, as well as water and solid waste charges, continue to be billed as described above.
<br />Customers have a 30-day period in which to pay their water bill without penalty. If no
<br />payment is received within the 30-day period, the account becomes delinquent and the customer
<br />is mailed a first reminder notice (including interest charges). If payment is still not received, the
<br />customer is mailed a second reminder/disconnection notice (including penalty charges) stating
<br />that the water will be shut off if the delinquent balance remains unpaid. An account is subject to
<br />disconnection after it is delinquent for 60 days. The reconnection fee ranges from $20.00 to
<br />$100.00 from 7:30 A.M. to 3:00 P.M. The after-hour turn-on fee is $251.38.
