8 <br /> <br />Boards, Commissions, and Committees Handbook| SeptemberMay 2024 2021 <br />The City’s most current Strategic Plan can be viewed at https://www.redwoodcity.org/city- <br />hall/city-council/redwood-city-strategic-plan. <br /> <br />ANNUAL REPORT <br /> <br />The City Council publishes an Annual Report that provides a general overview of the City’s <br />accomplishments by department for the previous fiscal year. The Annual Report also previews the <br />challenges and opportunitfes for the upcoming year. This document is intended to be an annual <br />source of informatfon and a companion to the City’s Strategic Plan. <br /> <br />III. ABOUT APPOINTED BOARDS, COMMISSIONS, AND COMMITTEES <br /> <br />The City of Redwood City has twelve Boards, Commissions, and Committees (BCCs). The Planning <br />Commission appoints members of two Committees: <br />Architectural Advisory Committee and Historic <br />Resources Advisory Committee. Three bodies are <br />established by City Charter: Library Board, Planning <br />Commission, and Board of Port Commissioners. Each <br />BCC is charged with advising the City Council on policy <br />matters and completfng any assignments as directed by <br />the City Council. Some bodies like the Planning <br />Commission, Parks, Recreatfon and Community Services <br />Commission, and the Board of Building Review have a <br />regulatory role. Members serve without compensatfon <br />and cannot hold any other public office in the City while <br />serving as a member of a BCC, with one exceptfon. Upon the conclusion of each decennial United <br />States Census, the City may form an Advisory Redistrictfng Committee (ARC) with limited duratfon <br />and scope in order to advise the City Council on the redrawing of electoral boundaries. Sitting <br />BCC members may apply and, if appointed, serve on the ARC without vacatfng their BCC <br />appointment. <br /> <br />During recruitment periods for BCCs, applicants are encouraged to visit the City website and apply <br />for openings on various BCCs. Each BCC has specific eligibility requirements. General <br />requirements are that applicants must possess an actfve interest in civic involvement, be 18 years <br />of age or older, be eligibility to vote in San Mateo County, and be a resident of incorporated <br />Redwood City. Recognizing that not all community members meet these eligibility criteria, the <br />City Council took actfon to expand eligibility on six BCCs to allow partfcipatfon by community <br />member at least 16 years of age, those who are not voter-eligible, and community members who <br />9.B. - Page 16 of 53 <br />172
