16 <br /> <br />Boards, Commissions, and Committees Handbook| SeptemberMay 2024 2021 <br />• Monitoring and recommending changes, when necessary in the Housing and Human <br />Services Elements of the General Plan; and <br />• Developing and recommending Community Development Block Grant programs and <br />Home Funds. <br /> <br />This BCC also manages the Human Services Financial Assistance Funds and the Consolidated Plan <br />to assure resident input in the determinatfon of the use of those funds. <br /> <br />LIBRARY BOARD (CONSISTS OF SEVEN MEMBERS, ESTABLISHED BY CHARTER, FOUR-YEAR <br />TERMS) <br /> <br />The Library Board was established by Sectfon <br />18 of the City Charter. The Board consists of <br />seven members, appointed by the City <br />Council for terms of four years each. All <br />members shall be residents and electors of <br />the city at the tfme of their appointments <br />and contfnuously during their incumbencies. <br /> <br /> <br />Dutfes and responsibilitfes of the Board <br />include: <br />• Ensure that literacy remains a core value and a long-term guiding principle; <br />• Help create, approve and review the strategic plan; <br />• Act as a community liaison and Library advocate by actfvely solicitfng community input <br />and providing feedback to the public concerning Library policies and services, as well as <br />issues being considered by the City; <br />• Seek collaboratfve opportunitfes to cultfvate partnerships, raise funds and recruit <br />volunteers; <br />• Enthusiastfcally represent the Library at the community and regional levels; and <br />• Review and comment on the Library Director’s proposed budget prior to submission to <br />the City Manager and the City Council. <br /> <br /> <br />9.B. - Page 24 of 53 <br />180
