17 <br /> <br />Boards, Commissions, and Committees Handbook| SeptemberMay 2024 2021 <br />PARKS, RECREATION, AND COMMUNITY SERVICES (CONSISTS OF SEVEN MEMBERS, FOUR-YEAR <br />TERMS) <br /> <br />The Parks, Recreatfon, and Community Services Commission was established in 1945. This is a <br />quasi-judicial body due to some appeal responsibilitfes. More informatfon about the Commission <br />can be found in Sectfon 25.3.02 and Sectfon 25 .4.01 of the City Code. <br /> <br />Dutfes and responsibilitfes of the Commission, as designated by the City Council, include: <br />• Advise the City Council in policy matters pertaining to the acquisitfon and development of <br />parks, and the formulatfon of a recreatfon program to meet the needs of residents; <br />• Periodically review and make recommendatfons on the Recreatfon and Parks Element of <br />the General Plan; <br />• Actfvely promote recreatfon and park actfvitfes within the City; and <br />• Make recommendatfons to the City Council on the City Manager’s annual proposed <br />budget for parks and recreatfon from a policy standpoint, pertaining only to programs, <br />levels of service, and capital improvements. <br /> <br />PLANNING COMMISSION (CONSISTS OF SEVEN MEMBERS, ESTABLISHED BY CHARTER, FOUR- <br />YEAR TERMS) <br /> <br />The Planning Commission was <br />established by Sectfon 17 of the City <br />Charter. The Commission consists <br />of seven members, appointed by <br />the City Council for terms of four <br />years each. The Planning <br />Commission is a regulatory body <br />and a quasi-judicial body. The <br />Commission makes land use <br />9.B. - Page 25 of 53 <br />181
