During the 15- minute waitfng period, staff will not allow the public <br />to address the BCC. Staff may make announcements during this tfme; no agenda items <br />shall be discussed among the members present. <br />• Advises the BCC to recess or adjourn the meetfng if a quorum is not present at any point <br />during the meetfng. <br />• The Staff Liaison must be aware and advise the BCC of any potentfal Brown Act violatfons; <br />the Staff Liaison must be present and attentfve for the duratfon of the meetfng. <br /> <br />USE OF SUBCOMMITTEES AND AD HOC COMMITTEES <br /> <br />The City Council has recommended that BCCs consider dividing into subcommittees and/or use <br />ad hoc committees to address certain issues. These groups would work independently and would <br />have no legislatfve power. The sSubcommittees and/or the ad hoc committees are comprised <br />would be composed of less than a quorum of the full body and set their own schedule. Generally, <br />speaking subcommittees are a standing committee with contfnued subject matter jurisdictfon <br />over the topic. In contrast, an ad hoc committee convenes for a limited duratfon for a specific <br />purpose or subject area; the ad hoc disbands once the work is complete.for a single topic and its <br />charge is over when its work on a single item is finished. The Chair usually makes the <br />subcommittee assignments and directs the work flow. BCCs may have both standing <br />subcommittees and ad hoc committees. Subcommittee meetfngs must be notfced according to <br />the Brown Act if the subcommittee, irrespectfve of compositfon, has contfnued subject matter <br />jurisdictfon or a meetfng schedule fixed by charter, ordinance, resolutfon or formal actfon of the <br />legislatfve body (Cal. Govt. Code 54952). <br /> <br />Please note that when the members of two or more legislatfve bodies are appointed to serve <br />together on an entfrely separate subcommittee, the resultfng body may be subject to the Brown <br />Act.
