27 <br /> <br />Boards, Commissions, and Committees Handbook| SeptemberMay 2024 2021 <br />ANNUAL WORK PLAN AND PERFORMANCE MEASURES <br /> <br />Each BCC should establish an annual work plan and report results annually to the City Council. <br />When applicable, the City Council would like to see metrics of community involvement and <br />partfcipatfon in meetfngs and actfvitfes included in the work plan. <br /> <br />It is important for all BCC members to do a periodic self-check of their performance in order to <br />ensure they are fulfilling their dutfes and responsibilitfes. <br /> <br />The following factors may also be useful in pondering your success as a BCC member: <br />• Workload - think about your attendance record and partfcipatfon level. <br />• Efficiency - consider the percentage of issues resolved as well as deadlines met. <br />• Effectfveness - look at the number of objectfves achieved and the percentage of <br />recommendatfons accepted by the City Council. <br /> <br />PROCEDURES FOR CONDUCT OF BCC MEETINGS <br />• <br />Consider the level of formality of the meetfng when speaking. If the meetfng is formal, then <br />address the Chair as “Mister” or “Madam” Chair. The Chair refers to him/herself in the third <br />person. For example, “the Chair rules” or “the Chair disagrees.” Meetfngs may be more informal <br />and you may adjust your salutatfons accordingly. <br /> <br />The Chair must recognize other BCC members in the order in which they raise their hands to <br />speak. BCC members should always speak through the Chair. When a member of the public <br />desires to address the BCC, they should fill out a speaker’s card, proceed to t he podium when <br />called, wait to be recognized, and then state his or her name and address for the record. The <br />person should limit his or her remarks to the issue under discussion. All remarks should be <br />addressed to the Chair, and not to any individual BCC member, staff member, or other person. <br /> <br />AGEENDA AND ORDER OF BUSINESS <br /> <br />The agenda should contain a brief general descriptfon of each item to be considered. Except <br />where provided by law, no actfon will be taken or discussed on any item not appearing on the <br />agenda. <br /> <br />The sequence of items in an agenda is generally as follows: <br />• Call to Order <br />• Roll Call <br />• Approval of Minutes <br />9.B. - Page 35 of 53 <br />191
