The <br />following principles are the foundatfon of parliamentary procedure: <br /> <br /> <br />• Fairness, respect and courtesy should be afforded to everyone. <br />• Do only one thing at a tfme: one subject at a tfme and one speaker at a tfme. <br />• Business must be conducted. The BCC exists to facilitate actfon, not obstruct it. <br />• All BCC members are equal and have equal votfng rights. <br />• The majority decides, but the rights and interest of a minority must be protected. <br />• Silence gives consent, so if you oppose please speak up. <br />• Once settled, a questfon may not be reintroduced. <br /> <br />A tenet of parliamentary procedure is finality. After vigorous discussion, debate, and a vote, there <br />must be some closure to the issue. And so, after a vote is taken, the matter is deemed closed, <br />subject only to reopening if a proper motfon to reconsider is made. <br /> <br />A motfon to reconsider requires a majority vote to pass, but there are two special rules that apply <br />only to the motfon to reconsider: <br /> <br /> <br />• Matter of tfming. A motfon to reconsider must be made at the meetfng where the item <br />was first voted upon or at the very next meetfng of the BCC. A motfon to reconsider made <br />9.B. - Page 36 of 53 <br />192
