(The BCC, however, can always vote to suspend the rules and,
by a two-thirds majority, allow a motfon to reconsider to be made at another tfme).

A motfon to reconsider may be made only by certain members of the BCC. Accordingly, a motfon
to reconsider may be made only by a member who voted in the majority on the adopted motfon.
If such a member wants the BCC to consider the matter further, he or she may make the motfon
to reconsider. Any other member of the commission, however, even a member who voted against
the adopted motfon, may second the motfon. If a member who voted in the minority seeks to
make the motfon to reconsider, it must be ruled out of order. The purpose of this rule is finality.
If a member of the minority could make a motfon to reconsider, then the item could be brought
back to the body again and again, which would defeat the purpose of finality.

CODE OF CONDUCT

This sectfon is intended to describe a code of conduct for Boards, Commission and Committee
members and designed to define the manner in which Council Members and BCC members
should treat one another, City staff, constftuents, and others they come into contact with in
representfng the City of Redwood City. The City Council encourages positfve and respectiul
dialogue. Therefore, members shall refrain from abusive conduct, personal charges, hostfle body
language, disrespectiul language or verbal attacks upon the character of others. It is both
encouraged and expected that the chair of each BCC intercedes when the conduct of another
member is rude or violates code of conduct.

BCC members are important to the City’s decision-making process, act on behalf of the City
Council in their volunteer roles and help shape and further community discussions on complex
issues and topics. As such, disagreement may arise during public meetfng s as different
perspectfves are shared and providing different perspectfves to Council is encouraged. A high level
of professionalism and civility is expected of all BCC members throughout their tenure.
Disagreement and critfcism of policy is fine but personal attacks must be avoided.

It is important that BCC members treat each other and the public with respect, even through
disagreement. Elected and appointed officials are composed of individuals with a wide variety of
backgrounds, personalitfes, values, opinions, and goals. Despite this diversity, all have chosen to
serve in public office in order to preserve and protect the present and the future of the
community. In all cases, this common goal should be acknowledged even though individuals may
"agree to disagree" on contentfous issues.
9.B. - Page 37 of 53
193
