REV: 08-22-24 VR <br />process, summarize the environmental issues, and respond to general questions <br />about the environmental review process. DJP&A will provide a consolidated <br />summary of any verbal and written comments provided at the scoping meeting. <br />The City will provide DJP&A with copies of written comments submitted during the <br />EIR scoping meeting and during the NOP circulation period. The text of the EIR <br />will incorporate relevant issues raised in the responses to the NOP received during <br />the 30-day NOP circulation period and provided during the EIR scoping meeting. <br />3.Prepare Project Description: DJP&A will prepare the EIR Project Description and <br />provide the City with draft project descriptions for review/sign-off prior to initiating <br />the technical analyses for the EIR (existing conditions work may proceed prior to <br />this sign-off). <br />4.Prepare Technical Studies: At this time, it is assumed the following technical <br />reports are required and will be prepared for the EIR: (the list of technical studies <br />and their scopes of work will be finalized as part of Task 9a) <br />a. Program-level Air Quality and Greenhouse Gas (GHG) Assessment to be <br />completed by Illingworth & Rodkin, Inc. under contract to DJP&A <br />b.Program-level Noise and Vibration Assessment, including a noise and <br />vibration survey and noise contour modeling evaluation of impacts, to be <br />completed by Illingworth & Rodkin, Inc. under contract to DJP&A. <br />c.Cultural Resources Sensitivity Analysis, including a records search and <br />sacred lands file search to be completed by Archaeological/Historical <br />Consultants under contract to DJP&A. To comply with SB 18 and AB 52, <br />DJP&A will contact the Native American Heritage Commission (NAHC) to <br />request information on known sacred sites within the project area and a list <br />of contacts for Native American tribes who may have an interest in the <br />proposed project. DJP&A will prepare and mail letters (via certified mail) to <br />the tribal contacts to notify them of the project and ask if they would like to <br />consult on the project; however, government to government consultation <br />will be conducted between the tribes and the City. This task includes one <br />round of letters to the tribes. Additional correspondence, coordination, <br />and/or on-site meetings would be scoped for separately, if necessary. <br />d.Historic Resource Assessment performed by Page & Turnbull will describe <br />the existing historic resources in the plan area and identify project impacts <br />to historic districts. <br />e.Screening Level Phase I Environmental Site Assessment, which will include <br />Geotracker and Envirostor Document review and site history review, to be <br />completed by Cornerstone Earth Group, Inc. under contract to DJP&A. <br />f.Utilities Impact Study to be completed by Schaaf & Wheeler (S&W) under <br />contract to DJP&A. The Utility Impact Study will focus on wet utility <br />infrastructure and City-provided, previously developed, computer hydraulic <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 49 of 60)
