S&W will determine development densities associated with the plan and their net increase in utility system demands. The net increase in demands will be applied to the computer models to determine system capacity exceedance and areas of capacity constraints. Because the amount of growth has not been determined yet, no water supply assessment is included in this scope of work. g. Transportation Impact Analysis (TIA) will contribute to CEQA analysis and will be performed under subtask 8c. Depending on the scope of the proposed plan and discussions with the City for Task 9a, additional technical studies may be required. For example, in the event the plan proposes substantial redevelopment adjacent to Redwood Creek, a Biological Assessment may be necessary, and will be confirmed in the beginning of Task 9a when finalizing the CEQA approach. The technical reports prepared to support the EIR will be included as appendices to the EIR. 5.Prepare Administrative Draft EIR: DJP&A will prepare a program-level EIR consistent with the requirements of CEQA and the City of Redwood City. The EIR will include: (1) Introduction describing the purpose of the EIR and an overview of the CEQA process, (2) EIR summary table of the project description, impacts, and proposed mitigation measures, (3) detailed project description with project objectives and necessary discretionary actions, (4) environmental setting of the existing conditions at the time the NOP is released, (5) discussion of environmental impacts (including growth-inducing and cumulative impacts) as a result of the project, and (6) program-level mitigation to avoid or reduce significant impacts. A discussion of the project’s consistency with applicable plans and policies will be included with particular attention given to inconsistencies, if any are identified. The Draft EIR will also identify a reasonable range of alternatives that would feasibly attain most of the basic objectives of the project but would avoid or substantially lessen any of the significant effects of the project. The project alternatives will be developed in coordination with WRT and the City. Upon completion of the Administrative Draft EIR (ADEIR), DJP&A will submit it electronically in Word to the City for review. 6.Prepare Screen-Check EIR: The City will provide DJP&A a single, consolidated set of comments on the ADEIR in track changes. DJP&A will revise the document based on City comments and submit an electronic Screen-Check in Word to the City for final review. 7.Prepare Published Draft EIR: After addressing City comments, DJP&A will finalize the Draft EIR and provide the City with up to five hard copies of the document and a PDF of the document for publication. The City will post and file the Draft EIR as required by CEQA and AB 819. 8.Prepare Notice of Availability/Completion: DJP&A will prepare drafts of the Notice of Availability (NOA) and Notice of Completion (NOC) and submit them to ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 50 of 60)
