REV: 08-22-24 VR <br />models will be utilized to perform the utility system capacity analysis. S&W <br />will determine development densities associated with the plan and their net <br />increase in utility system demands. The net increase in demands will be <br />applied to the computer models to determine system capacity exceedance <br />and areas of capacity constraints. Because the amount of growth has not <br />been determined yet, no water supply assessment is included in this scope <br />of work. <br />g. Transportation Impact Analysis (TIA) will contribute to CEQA analysis and <br />will be performed under subtask 8c. <br />Depending on the scope of the proposed plan and discussions with the City for <br />Task 9a, additional technical studies may be required. For example, in the event <br />the plan proposes substantial redevelopment adjacent to Redwood Creek, a <br />Biological Assessment may be necessary, and will be confirmed in the beginning <br />of Task 9a when finalizing the CEQA approach. The technical reports prepared to <br />support the EIR will be included as appendices to the EIR. <br />5.Prepare Administrative Draft EIR: DJP&A will prepare a program-level EIR <br />consistent with the requirements of CEQA and the City of Redwood City. The EIR <br />will include: (1) Introduction describing the purpose of the EIR and an overview of <br />the CEQA process, (2) EIR summary table of the project description, impacts, and <br />proposed mitigation measures, (3) detailed project description with project <br />objectives and necessary discretionary actions, (4) environmental setting of the <br />existing conditions at the time the NOP is released, (5) discussion of environmental <br />impacts (including growth-inducing and cumulative impacts) as a result of the <br />project, and (6) program-level mitigation to avoid or reduce significant impacts. A <br />discussion of the project’s consistency with applicable plans and policies will be <br />included with particular attention given to inconsistencies, if any are identified. The <br />Draft EIR will also identify a reasonable range of alternatives that would feasibly <br />attain most of the basic objectives of the project but would avoid or substantially <br />lessen any of the significant effects of the project. The project alternatives will be <br />developed in coordination with WRT and the City. <br />Upon completion of the Administrative Draft EIR (ADEIR), DJP&A will submit it <br />electronically in Word to the City for review. <br />6.Prepare Screen-Check EIR: The City will provide DJP&A a single, consolidated <br />set of comments on the ADEIR in track changes. DJP&A will revise the document <br />based on City comments and submit an electronic Screen-Check in Word to the <br />City for final review. <br />7.Prepare Published Draft EIR: After addressing City comments, DJP&A will <br />finalize the Draft EIR and provide the City with up to five hard copies of the <br />document and a PDF of the document for publication. The City will post and file <br />the Draft EIR as required by CEQA and AB 819. <br />8.Prepare Notice of Availability/Completion: DJP&A will prepare drafts of the <br />Notice of Availability (NOA) and Notice of Completion (NOC) and submit them to <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 50 of 60)
