REV: 08-22-24 VR <br />3.Intersection Level of Service (LOS) Analysis: Intersection LOS during AM and <br />PM peak hours for 4 scenarios (i.e., Existing, Existing plus Project, Cumulative, <br />and Cumulative plus Project Conditions). <br />4.Freeway Operations Analysis: Freeway operations analysis mainline segment <br />and ramp analyses between Marsh Road and Holly Street during AM and PM peak <br />hours for 4 scenarios (i.e., Existing, Existing plus Project, Cumulative, and <br />Cumulative plus Project Conditions) <br />5.Multimodal Assessment: Qualitative assessment of transit, bicycle and <br />pedestrian deficiencies, access, and network gaps. <br />DELIVERABLE: draft and final LTA. <br />Task 8 Summary of Anticipated Meetings, Hearings, and Community Outreach <br />Activities <br />The following will occur during Task 8, and are also summarized in Table 1: <br />CEQA Kick-Off Meeting, <br />CEQA NOP Scoping Meeting, <br />DEIR Public Circulation – Planning Commission Hearing (Subtask 9b), <br />FEIR Certification – City Council Hearing (Subtask 9c). <br />Task 9 – Prepare Final Plan, General Plan Amendments, and EIR <br />9a – Prepare and Review Final Plan and General Plan Amendments <br />The consultant will prepare the Final Plan and EIR, including, if needed, any general plan <br />amendments for adoption based on feedback from the community, Planning Commission, <br />and City Council. Study sessions are anticipated for the Architectural Advisory <br />Committee, Historic Resources Advisory Committee, Planning Commission, and City <br />Council. Adoption hearings would be required with Planning Commission and City <br />Council. <br />After the Public Review Draft (with ODDS and general plan amendments) is developed <br />and published in Task 7, key WRT team members will present the Public Review Draft to <br />a Joint Session of the Planning Commission and City Council (PC/CC). After the Joint <br />Session, WRT will prepare a draft of suggested amendments to the Public Review Draft <br />in order to address PC/CC comments received. The amendments to the Public Review <br />Draft will be provided to Planning Commission and City Council to inform their final <br />decisions in Subtasks 9b and 9c.
