Between such time and June 30, 2026, if Department <br />staffing falls to twenty-three or fewer stand-alone Firefighter/Engineer Paramedics for three months or <br />longer, the CTO cap will temporarily become a 168 hour “soft cap” where-by an employee’s CTO balance <br />shall not exceed 168 hours at any given time, until the City returns to twenty-four or more stand-alone <br />Firefighter/Engineer Paramedics. This provision expires June 30, 2026, at which time the City will revert <br />to the hard cap of 168 hours of CTO (maximum of 168 hours of CTO accrued per calendar year). <br />EMERGENCY MEDICAL TECHNICIAN/PARAMEDIC PAY: <br />Effective the first full pay period following City Council’s approval of a successor MOU in 2024, Paramedic <br />Premium Pay will increase from 9.5% to 12.5% of Base Pay for Firefighter/Engineers who obtain and <br />maintain certification in auxiliary medical techniques, who become accredited to practice as Paramedics <br />in San Mateo County and who are assigned to work as a Paramedic for Redwood City. <br />PARAMEDIC TRAINING PROGRAM INCENTIVE: <br />Firefighter/Engineers: Firefighter/Engineers who have successfully completed their probationary period <br />may request to participate in a paramedic training program, in furtherance of the employee’s position, at <br />the City’s expense. Such participation shall be subject to the approval of the Fire Chief. For <br />Firefighter/Engineers who are approved to participate the City will loan the employee funds to cover the <br />cost of books, tuition, mileage and associated fees. As a condition of participation, Firefighter/Engineers <br />must commit to be an assigned Paramedic with the City for two years from the date the employee first <br />receives Redwood City Paramedic Premium Pay following completion of the Paramedic Training Program. <br />For every three months of time served as an assigned Paramedic with the City, the City will forgive one- <br />eighth of the loan for the cost of the training program. At the end of the two years of service as a Redwood <br />City assigned Paramedic, the City loan for the cost of the Paramedic Training Program will be forgiven. <br />Employees will be responsible for paying the City any amount left on the loan if they serve less than two <br />years as a Redwood City assigned Paramedic. The City shall pay an incentive of $20,000 for those <br />employees accepted into the Paramedic Training Program while attending training. The Training Incentive <br />will be paid at the following intervals: <br />$5,000 at acceptance into the Paramedic Training Program; <br />$5,000 after successful completion of didactic training; <br />$5,000 after successful completion of clinical training; <br />$5,000 after successful completion of paramedic licensing and San Mateo County Accreditation. <br />If an employee voluntarily withdraws from any portion of the Paramedic Training Program, the employee <br />shall refund the City the most recent payment of $5,000 within sixty days. Employees who are removed <br />from the Paramedic Training Program for violation of City or program rules may also be subject to <br />disciplinary action. An employee who is accepted into a paramedic training program under the Paramedic <br />Training Program section of the MOU shall be considered to be active and a full-time employee of the City <br />at all times and subject to all terms and conditions of the MOU, including all pay and benefits. <br />Fire Captains: Compensation to Fire Captains who obtain and maintain certification in auxiliary medical <br />techniques, effective the first full pay period following City Council approval of a successor MOU in 2024, <br />6.A. - Page 3 of 99 <br />10
