Page 2 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The City Council has adopted a strategic initiative related to government operations, and one of the goals <br />of that initiative is: <br />Uphold the highest standards of professionalism within City Operations, and encourage fiscal <br />responsibility, innovation, and strategic decision making. <br />In addressing this goal, the City continues to invest in staff leadership, skill development and other human <br />resources strategies to attract, develop, support and retain a highly qualified, valued and diverse <br />municipal workforce. City staff also has worked closely and collaboratively with the City Council and <br />employee groups to develop recommended salary and benefit changes. When considering compensation <br />packages for various employee groups, the City considers multiple factors such as the cost of living, <br />recruitment and retention goals, and compensation survey data from comparable Bay Area cities, as well <br />as the current financial condition of the City, and any anticipated fiscal challenges. In addition, in <br />accordance with State law, the City negotiates agreements with recognized bargaining units on any <br />changes that affect hours, wages, or terms and conditions of employment for positions within the <br />respective groups. <br />ANALYSIS <br />At the direction of City Council, City staff met and conferred in good faith with representatives of the IAFF <br />as the current MOU was scheduled to expire on June 30, 2024. The parties met regularly since March 20, <br />2024 to address topics of concern to both parties and to meet and confer over the terms of a successor <br />MOU. <br />The IAFF agreement addresses topics of concern for both IAFF and the City. The City and IAFF <br />representatives reached a Tentative Agreement on September 6, 2024 on the terms and conditions of the <br />successor MOU governing employees of the City who are represented by the IAFF for the period July 1, <br />2024 through June 30, 2026. <br />The Tentative Agreement before the City Council provides the following terms: <br />DURATION OF AGREEMENT: <br />Two years (July 1, 2024 through June 30, 2026). <br />SALARY: <br />A three percent (3%) salary increase for all classifications represented by IAFF effective the first full <br />pay period in July 2024. <br />A three percent (3%) salary increase for all classifications represented by IAFF effective the first full <br />pay period in July 2025. <br />COMPENSATORY TIME: <br />Currently, employee compensatory time off (CTO) balance shall not exceed seventy-two hours at any <br />given time. Effective as soon as administratively feasible following the City employing twenty-seven <br />stand-alone Firefighter/Engineer Paramedics, an employee will not earn more than one hundred sixty- <br />6.A. - Page 2 of 99 <br />9
