<br />7 <br /> <br />Unit will be advised by the City that the San Mateo County Firefighters, <br />International Association of Fire Fighters, Local 2400, is the recognized <br />bargaining representative in said unit. <br /> <br />The City will provide to the Association a list of employees attending the City’s <br />new employee orientation at least ten (10) days prior to the orientation, except <br />that a shorter notice period may be provided in a specific instance where there <br />is an urgent need critical to the City’s operations that was not reasonably <br />foreseeable. <br /> <br />Following orientation sessions where new employees represented by the <br />bargaining unit are present, the Association will be allowed thirty (30) minutes <br />during the session to speak to employees represented by the Association. One <br />steward or chapter officer shall be granted release time for this purpose. <br /> <br />The City will provide a list of all new employees, including their contact <br />information, who were excused, absent and unable to attend their scheduled <br />new employee orientation within ten (10) business days following each new <br />employee orientation, and will permit each employee thirty (30) minutes of their <br />scheduled work time to meet with the Association representative. One steward <br />or chapter officer shall be granted release time for this purpose. <br /> <br />SECTION 4 – CITY RIGHTS <br /> <br />To insure that the City is able to carry out its constitutional, chartered and statutory <br />functions and responsibilities, nothing contained herein shall be construed to require the <br />City to meet and confer on matters which are solely a function of management, in cluding <br />the right to direct the work force; to select and determine the number and types of <br />employees required; to determine the content of job classifications; to hire, transfer, <br />promote, suspend, discipline and discharge employees; to assign work to employees in <br />accordance with the requirements determined by the City; to establish and change work <br />schedules and assignments; to lay off employees for lack of work; to expand or diminish <br />services; to subcontract any work or operations; to determine and change methods of <br />operations; to determine and change work locations and the processes and materials to <br />be employed; to take all necessary actions to perform its functions in emergencies. In the <br />event the City proposes a change that is in the scope of representation, the City will meet <br />and confer, upon request of the Association. <br /> <br />SECTION 5 –ASSOCIATION REPRESENTATIVES <br /> <br />5.1 Attendance at Meetings by Employees and Stewards <br /> <br />City employees who are official representatives or unit representatives of the <br />Association shall be given reasonable time off with pay to attend meetings with <br />6.A. - Page 18 of 99 <br />25
