The City Engineer may accept dedications and improvements for minor <br />subdivisions and off-site dedications lying outside a subdivision boundary that <br />require a separate grant deed. <br />3. Acceptance of offers of dedication shall become effective on the date an approved <br />final map or parcel map or resolution of acceptance by the City is filed with the <br />County Recorder. <br />B. Rejection. If the City Engineer rejects any offers of dedication, the offer of dedication shall <br />remain open and valid. The City Council may, by resolution at any later date and without <br />further action by the subdivider, rescind the initial action rejecting an offer of dedication and <br />accept and open the offered dedication for public use. Such later acceptance resolution <br />shall be recorded with the County Recorder. <br />C. Termination. The City Council may by resolution terminate and abandon offers of <br />dedications in the same manner as prescribed for the summary vacation of streets by Part <br />3 (commencing with Section 8300) of Division 9 of the Streets and Highways Code. <br /> <br />Article VII – Subdivision Design and Improvement Requirements <br />Sec. 30.34. – GENERAL: <br />A. The design standards herein set forth are hereby declared to be the minimum <br />acceptable design standards for all divisions of land; provided, however, that if the <br />appropriate Review Authority finds that a greater or lesser standard proposed by the <br />subdivider would be in the public interest, the Review Authority may approve an exception <br />to the standard unless expressly prohibited by this Chapter. The burden of proof as to <br />whether the public interest would be so served by a proposed modification from the <br />adopted standards shall lie with the subdivider. <br />B. The purposes of these standards are as follows: promotion of public safety; <br />Implementation of applicable general plan goals, principles and standards; promotion of <br />a higher and more uniform quality of living environment throughout the community; and <br />protection of the land purchaser and of the general public from unnecessary expense due <br />to the necessity of correcting substandard and faulty design features. <br />Sec. 30.35. – SEWAGE, WATER, DRAINAGE, AND UTILITIES STANDARDS: <br />A. Sewage Disposal: The size of mains, laterals, and appurtenances for public sanitary <br />sewers shall be in accordance with City Engineering Standards. - When an existing utility <br />system is at or above allowable capacity per the City’s Engineering Standards, subdivider
