REV: 10-07-24 LF
Consultant uses the three-part approach depicted in the graphic above to guide business
process improvement. For the first part, Consultant will facilitate business process
discussions to understand the City’s current process. Where appropriate, Consultant will
create a high level process map to document current process and provide a starting point
for any change opportunities.
Once maps are developed, Consultant will conduct part 2, consisting of an analysis to
benchmark the existing processes against recognized public sector best practices, other
organizations, and the City’s longer-term goals. Consultant will facilitate sessions that are
similar to Lean process improvement workshops to discuss improvement strategies with
the City staff. At this stage, Consultant will also interview stakeholders and work to create
a vision for the future City process – effectively, setting standards for how the City could
operate.
Consultant will conduct focus group meetings for the processes listed above and
schedule meetings with a representative set of individual departments who have regular
interactions with finance department.
For scope related to procurement functions, Consultant plans to facilitate a larger
procurement workshop to discuss procurement processes, policies, workflows, and roles
and responsibilities with subject matter experts from the finance department and
representatives from operating departments.
In addition, if necessary, Consultant may request individual interviews with key
stakeholders. Consultant will work with the City to determine the most appropriate
number of focus group meetings and interviews.
Deliverables
Consultant will prepare the following:
Assessment Reports / Action Plans- After conducting the analysis, Consultant will prepare
a recommended strategy to staff for moving forward. Recommendations will likely include
policy change, process change, and system change. For each, Consultant will identify
next steps, expected timelines, estimated level of effort / difficulty, potential risks, and
other important factors that may influence the City’s decision to proceed.
a) As part of the assessment report pertaining to the Oracle System ERP
Review, Consultant will include a system inventory to document any
shadow systems. Consultant will include all commercial applications, home
grown applications, shadow/silo systems, stand-alone spreadsheets or
databases, forms, records, notes, or other tools that either store information
or are used for business process transactions.
ATTY/AGR.2024.185/Government Finance Officers Association (Page 13 of 15)
6.A. - Page 18 of 20
23
