REV: 10-07-24 LF <br />Optional - Detailed Oracle Review <br />If necessary, Consultant will assist with the selection of an independent consultant to help <br />conduct a detailed review of the configured Oracle ERP system for HR/payroll. Consultant <br />will assist the City to develop a request for proposal from industry experts with deep <br />experience and knowledge in Oracle to help conduct the assessment. Consultant will <br />participate in selection process to identify the most appropriate resource. Consultant will <br />then provide additional information and guide this independent review. Consultant will <br />help coordinate recommendations and any observations along with Consultant <br />deliverables. <br />Optional - Implementation Assistance/ Additional Analysis <br />After preparing action plans, the City may engage Consultant with services to guide <br />implementation of recommended options or to conduct additional analysis related to other <br />areas related to the City’s Oracle Cloud implementation or overall financial management <br />policies/processes. Consultant’s assistance may include: <br />a. Project Management Support: Consultant can manage implementation of <br />improvements. Project management would include preparing and <br />monitoring project plans, status reports, risk logs, project communications, <br />or other coordination activities for the project. Typically Consultant would be <br />working under the direction of a project sponsor or steering committee. <br />b. Project Training: Consultant can provide ongoing training services for City <br />staff related to best practices. <br />c. Policy Development: Consultant can facilitate policy workshops and lead <br />efforts to develop revised or new policies for the City <br />d. RFP/Contract Development: To the extent that the City would need to utilize <br />outside assistance from Oracle or another third party firm, Consultant can <br />work to negotiate agreements or work with the City’s procurement team to <br />facilitate a procurement process. <br />e. Process Improvement Workshops: Consultant can facilitate workshops with <br />City staff focused on identifying process improvements or policy <br />modernization. Workshops typically occur over multiple days and follow a <br />“lean process” approach that involves process mapping, identifying options, <br />prioritizing recommendations, and developing an action plan. <br />f. Other Tasks: Consultant is open to other tasks depending on the specific <br />recommendations or issues facing the City. <br />ATTY/AGR.2024.185/Government Finance Officers Association (Page 14 of 15) <br />6.A. - Page 19 of 20 <br />24
