Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 14, 2024 <br />SUBJECT <br />Award contract to Kimley-Horn to complete the outreach and design phase for Roosevelt Avenue <br />Permanent Traffic Calming Project, with funding provided by grant funds <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement for Services with Kimley- <br />Horn to develop Plans, Specifications, and Estimates (PS&E) and assist with neighborhood outreach for <br />the Roosevelt Avenue Permanent Traffic Calming Project in the amount of $379,305 and authorize the <br />City Manager to increase the contract amount, if necessary, up to 10% of the contract amount, not to <br />exceed $417,236. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />Roosevelt Avenue is an east-west neighborhood street that serves a variety of land uses including <br />residential, neighborhood commercial, community services and parks. Based on traffic studies, the traffic <br />volume at different segments of the corridor ranged from 3,900 to 7,900 vehicles per day. The posted <br />speed limit is 25 miles per hour (MPH); however, studies found the average speed on the corridor was 32 <br />MPH. Over the past few years, the City has received numerous requests to reduce speed, manage <br />dangerous driving behavior, and increase traffic safety on Roosevelt Avenue. <br />In 2016, residents of the neighborhood started a formal traffic calming request by signing and submitting <br />a petition to the City for traffic calming on Roosevelt Avenue.
