The <br />evaluation results indicated that Roosevelt Avenue was the second-highest ranked corridor for traffic <br />calming improvements after Hopkins Avenue. In spring 2019, the City started the planning phase for traffic <br />calming improvements on Roosevelt Avenue between El Camino Real and Alameda de las Pulgas. The final <br />planning report and design concept for the preferred improvement alternative were approved by the City <br />Council in August 2020. As part of the planning process and through a neighborhood survey, residents <br />voted for the project to be implemented in pilot phase and with quick-build materials first and then <br />transition to a permanent project. <br />In 2022, the City received a $755,000 federal grant through the Metropolitan Transportation Commission <br />(MTC) to implement the quick-build phase of the project. The quick-build project construction started in <br />late 2023 and completed in Spring 2024. In 2023, City received a second federal grant for the project <br />through OBAG3 (One Bay Area Grant) program in the amount of $3.4 million to advance the project to <br />the permanent phase. As part of the next phase, the City intends to evaluate the pilot project, conduct <br />additional neighborhood survey and complete the 100% engineering design phase for the permanent <br />traffic calming project on Roosevelt Avenue. The OBAG 3 grant will be used for both design and <br />construction phases of the permanent project. <br />The project supports the City Council’s Strategic Plan and its strategic priority of transportation by <br />developing an effective transportation infrastructure that enables safe and efficient travel to, from, and <br />within the community. <br />ANALYSIS <br />In May 2024, the City issued a Request for Proposals (RFP) to develop the 100% Plans, Specifications, and <br />Estimates (PS&E) and conduct additional neighborhood outreach for permanent traffic calming <br />improvements on Roosevelt Avenue between El Camino Real and Alameda de las Pulgas. The City received <br />two responses to the RFP. <br />As this is a federally funded project and subject to Caltrans’ consultant procurement requirements, staff <br />evaluated the proposals based on these Caltrans criteria: <br />Understanding of the work to be done <br />Experience with similar kinds of work <br />Quality of staff for work to be done <br />Capability of developing innovative or advanced techniques <br />Familiarity with state and federal procedures <br />Provide a milestone schedule for each task <br />Financial responsibility <br />Demonstrated Technical Ability <br />Meeting the project’s Disadvantaged Business Enterprise (DBE) goal of 14% <br />1 The 85th percentile speed is defined as “the speed at or below which 85 percent of all vehicles are observed to travel under free-flowing <br />conditions”. <br />6.B. - Page 2 of 46 <br />27
